Public-utility products and services in Hanoi will be now provided through bidding, contractor appointment, order placement or assignment.
Such is provided in a decision of the Hanoi People’s Committee, which takes effect on October 20.
Under Decision No. 77/2014/QD-UBND of October 10, 2014, regulating the selection of contractors for the production and provision of public-utility products and services in the city, bidding will be organized to select contractors for provision of public-utility products and services on list B of Government Decree No. 130/2013/ND-CP of October 16, 2013.

Contractor appointment will apply to bidding packages to provide public-utility services or products worth no more than VND500 million or VND1 billion, respectively.
Under the decision, public-utility products and services on list A of Decree No. 130/2013/ND-CP will be ordered. Order placement will also apply to products and services on list B of the Decree when bidding conditions are not met, or bidding is inappropriate.
In case order placement conditions are not met, plan assignment will apply to the provision of public-utility products and services on list A of Decree No. 130/2013/ND-CP, provided producers and providers are state-owned single-member limited liability companies.
The selection of contractors for provision of public-utility products and services must be completed on December 31 every year.
The Decision replaces the Hanoi People’s Committee’s Decision No. 113/2009/QD-UBND of October 21, 2009, promulgating the Regulation on bidding and order for provision of urban products and services in Hanoi.-
