The Party Central Committee opened its 12th plenum on October 5 in Hanoi, focusing its agenda on preparation of personnel for its XIIth tenure and orientations for election of deputies to the XIVth National Assembly and People’s Councils at all levels of the 2016-21 term.

Speaking at the opening session of the plenum, Party General Secretary Nguyen Phu Trong asked the Party Central Committee’s members to spend time on studying, discussing and assessing objectively and comprehensively the socio-economic situation of the first nine months of 2015 and giving forecasts for the whole year.

Such assessment and forecast would serve as a basis for the formulation and successful implementation of the 2016 socio-economic development plan and the fulfillment of socio-economic development objectives and tasks for the 2016-20 period and 2016-20 socio-economic development strategy, the Party chief said.

Regarding personnel work, the Political Bureau will submit at this plenum the results of personnel recommendation by Party committees, Party organizations and central agencies and units. Then, it will direct further completion of dossiers and improvement of personnel plans for the Party Central Committee to make consideration and decision at its subsequent plenums.

The Political Bureau will for the first time submit a report on preparation of personnel for the Political Bureau, the Secretariat and holders of key leading positions.

Regarding orientations for election of deputies to the XIVth National Assembly and People’s Councils at all levels of the 2016-21 term, the Party leader said the election was an important political event of the country, so the Central Committee should analyze issues which are decisive to the success of the election, such as objectives, requirements and directing viewpoints of the election; criteria for deputies in general and for full-time deputies in particular; and election of People’s Council deputies in localities where district- and commune-level People’s Councils are not established on a pilot basis.

The plenum is scheduled to last until October 11.- (VLLF)
