Migration remains an issue of prime concern in Vietnam. Disparities often encountered by growing numbers of migrants were further amplified in 2021 by the unprecedented social and economic losses left behind by COVID-19 as it swept across the country and recent economic uncertainties because of disruption of global supply chains. Based on the current legal framework, the Institute for Policy Studies and Media Development (IPS) and the United Nations Development Program (UNDP) has recently conducted a review to evaluate the personal data and privacy protection practices on e-government portals and e-service portals of all 63 provinces as well as apps being put into use by 50 provinces.[1] Two dimensions were assessed: (i) privacy policies issued by local governments; and, (ii) specific measures to implement such policies through technical tools.
