Viet kieu is referred to a Vietnamese person permanently residing outside the Vietnamese territory regardless of whether he/she bears the Vietnamese citizenship, the citizenship of the host country, or dual citizenships.

Concerns over the newly-issued Vietnamese passports were the main topic during questions and answers at the 14th session of the 15th National Assembly (NA) Standing Committee, which started on August 11.

National Assembly Chairman Vuong Dinh Hue appreciated the completion of the national population database project and the system for making, granting, and managing citizen identity cards on schedule last July as he paid a working visit to the national population data center on August 27.

The national population database management agency would establish personal identification numbers for citizens having birth registration certificates but not yet been issued PINs.
