Bidding packages under the Program on socio-economic recovery and development specified in Government Resolution 11/NQ-CP dated January 11, 2022, would be allowed to select contractors through appointment, provided they obtain decisions approving contractor selection results no later than December 31 next year and fully satisfy the conditions provided in Article 22.2 of the Bidding Law.

The Bidding Law was enacted in 2005 and once amended under the 2009 Law Amending a Number of Articles of Laws Concerning Capital Construction Investment. The Law, together with its 2009 amendments and sub-law provisions, have laid a relatively complete legal foundation for management of bidding and public procurement activities nationwide. However, over the past years, several difficulties have been encountered in the implementation of the Bidding Law.
Revised Law on Anti-Corruption Revised Law on Anti-Corruption
The Law Amending and Supplementing a Number of Articles of the Anti-Corruption Law (the Revised Law) took effect on February 1. It adds nine articles, revises 16 articles and annuls Article 73 of the 2005 Law to intensify the publicity and transparency in activities of agencies, organizations and units, especially activities at high risk of corruption, and improve provisions on property and income transparency.
