Administrative reform has taken place at all administrative levels and already created more favorable conditions for people and businesses in contacting and working with administrative agencies. However, administrative procedures remain complicated and cumbersome in some domains, such as land, housing, construction, investment and taxation. Reform in some agencies remains problematic.
