Certification for real estate transactions in industrial parks to be clearly guided
At the fourth meeting of the Steering Committee for Development of Economic Zones and Industrial Parks on July 22, Deputy Prime Minister Hoang Trung Hai requested the MPI to coordinate with concerned ministries and local administrations in improving the database on economic zones and industrial parks.

At the fourth meeting of the Steering Committee for Development of Economic Zones and Industrial Parks on July 22, Deputy Prime Minister Hoang Trung Hai requested the MPI to coordinate with concerned ministries and local administrations in improving the database on economic zones and industrial parks for summarizing and updating the construction progress, occupancy rate and infrastructure completion level of these zones and parks, finalize a plan on consolidation of the apparatus of state management of these zones and parks from central to local levels and submit it to the Prime Minister for approval before November 2014.

The Ministry would also have to revise Prime Minister Decision No. 60/2010/QD-TTg of September 30, 2010, and Decision No. 43/2009/QD-TTg of March 19, 2009, proposing appropriate plans on the provision of the central budget’s assistance for construction of infrastructure, including solid waste and wastewater treatment facilities and houses for workers, especially in industrial clusters in localities with difficult socio-economic conditions.

Before October 2014, the Ministry would have to guide in detail the regulations on adjustment of detailed plans on construction of industrial parks in order to reserve part of industrial parks’ land for worker housing construction; revise relevant legal documents in the direction of permitting provincial-level People’s Committees to delegate powers to authorities of economic zones and industrial parks to license the construction of works of organizations in these zones and parks under Government Decree No. 164/2013/ND-CP of November 12, 2013.

Also before October 2014, the Ministry of Justice would draft and issue a joint circular of the Ministry of Justice, Ministry of Natural Resources and Environment and Ministry of Planning and Investment to guide the competence to certify contracts and transaction documents on trading of real estate in economic zones and industrial parks.-
