Different strokes for different folks: procedures for registering a marriage with a foreigner vary from place-to-place
Decree No. 69 was issued by the Government on July 21, 2006, to ease the administrative burden on foreigners registering a marriage with a Vietnamese citizen. But local Justice Services are implementing it differently due to their different understandings of the wording of the decree. Clearer regulatory guidance is needed to ensure uniformity and fairness.
