Drafters propose easing policies on luggage limits of passengers on entry

Customs procedures for luggage of passengers on entry and exit would be simplified to remove existing problems, according to a draft decree amending Government Decree 08 of 2015 which details the Customs Law regarding customs procedures, inspection, supervision and control.

One of the problems is that current regulations require a passenger who carries luggage exceeding the duty-free limit to seek permission of a specialized management agency if such luggage is subject to specialized management. But in fact, specialized management agencies do not grant a specialized license in this case.

So, to create more favorable conditions for people on entry whose accompanying baggage exceeds the duty-free quota, the General Department of Customs (GDC) is considering exemption from specialized management for such baggage if the value of the baggage’s excessive amount is VND 10 million or lower and such baggage is that defined in Article 4.7 of the Customs Law.

According to the GDC, it is necessary to design a separate declaration form for luggage exceeding duty-free limits which should be simple and convenient for customs declarants.- (VLLF)
