Addressing the conference, NA Vice Chairperson Le Bo Linh introduced the 27-member drafting board headed by Tran Thi Quoc Khanh, XIVth NA deputy and permanent member of the NA Committee for Science, Technology and Environment.

This was the first time a legislative initiative was initiated by a female NA deputy, Chairman of the Vietnam Chamber of Commerce and Industry Vu Tien Loc stressed, adding this bill should be prioritized as it would lay the foundation for a new law-making model.

According to former Chairman of NA Law Committee Phan Trung Ly, who is also a member of the drafting board, this draft law seeks to make significant changes in state administrative management.

Under Resolution No. 317/NQ-UBTVQH14 dated December 1, 2016, the board will take charge of the drafting and be responsible for the drafting quality and progress of the bill on public administration for submission to the NA and NA Standing Committee. The bill must be in line with the Party’s guidelines and policies and be constitutional, lawful and consistent with the legal system.

The drafting board will hold five sessions from now to 2017 to discuss and finalize the bill.

The first session was held on the debut of the board with a number of documents brought to the table, including the Regulation on operation of the drafting board and the plan for drafting the bill, among others.- (VLLF)
