He emphasized the settlement of institutional and legal bottlenecks as the main task of the Government, and blamed red tape in administrative procedures as one of the root causes of the country’s sluggishness in growth.

Phuc asked the cabinet members to focus on institution building to seek solutions for existing problems, especially during the implementation of the 2014 Law on Enterprises and Law on Investment, while they are mulling over draft laws and ordinances.

According to the Government Office’s report, only 35 out of 49 decrees needed for these two laws were submitted to the Government.

By May 31, the Government had issued only 14 out of 51 law-guiding documents, while 91 circulars and 13 joint circulars have yet to be issued as scheduled.

The Government leader asked ministers and heads of sectors to take responsibility for the slow completion of legal documents, affirming the Government’s resolve to finish the work before July 1.

He assigned the Minister of Justice and the Minister-Chairman of the Government Office to hold an interdisciplinary working session on the matter.

On the second day of the two-day meeting, the cabinet members are expected to discuss issues related to socio-economic development, national defense and security, and external relations with a view to attaining the objectives set for 2016.

They will also debate the draft Law on Irrigation; the draft Ordinance on Plant Varieties; and the Scheme on Vietnam’s roadmap for liberalization of capital transactions.- (VNS/VLLF)
