Decision No. 1231/QD-TTg: Development plan for small- and medium-sized enterprises during 2011-2015

The plan on small- and medium-sized enterprise (SME) development was approved by the Prime Minister under Decision No. 1231/QD-TTg on September 7, with the target of establishing 350,000 new ones during 2011-2015.

Specifically, the plan targets that by late 2015, there will be 600,000 operating enterprises with their export turnover accounting for 25 per cent of the country’s total export value, investment making up 35 per cent of total social investment and contributing 40 per cent of GDP and 30 per cent of total state budget revenues. During 2011-2015, they will also create 3.5 or 4 million jobs.

In order to achieve these targets, the new regulation introduces the following solutions:

(i) To perfect the legal framework on entry to, operation in and withdrawal from the market of enterprises;

(ii) To provide financial and credit supports and improve the efficiency of capital use by these enterprises;

(iii) To support technological renovation and apply new technologies;

(iv) To develop human resources, mainly focusing on enhancement of administration ability;

(v) To step up the formulation of linked groups and industrial parks and increase land access for SMEs;

(vi) To provide information to support SMEs in expanding their markets;

(vii) To build an assistance system for these enterprises; and

(viii) To manage the implementation of the plan, focusing on specific solutions such as establishment of a support fund for SMEs, intensification of technological application and renovation, creation of new products.-
