Administrative procedures simplified for construction investment
A model set of administrative procedures applicable to projects on construction of new urban centers, residential houses and industrial park infrastructure has been discussed at a workshop on reform of administrative procedures in construction investment held in Hanoi on June 4 by the Ministry of Construction.

According to the model, such a project would have to go through eight procedures only, instead of 33 as currently, at the sole responsible agency, while the duration for project execution preparation would be cut from three years to one year.

Eight procedures to be applied nationwide include supply of information on construction planning; assignment of investors to make detailed construction plannings of a 1/2,000 scale; assignment to act as investment owners; formulation. evaluation and approval of detailed construction plannings of a 1/500 scale; formulation, evaluation and approval of projects; land allotment and lease; compensation and ground clearance; designing, construction commencement and ground breaking.

Each procedure would be completed within 30 days, bringing the total duration for carrying out administrative procedures for the abovementioned projects down to less than one year.

Provincial-level Construction Services and Planning-Architecture Services as well as district- and commune-level People’s Committees would be obliged to supply information on construction zoning plans through publicizing construction planning blueprints, explaining construction zoning plans or providing construction planning certificates.

Investors would be allowed to carry out compensation or ground clearance as soon as they are assigned to act as project investors and have use land rights. Compensation and ground clearance may be carried out in one or multiple steps, depending on each project.

The model process is expected to be approved by the Government in the next few months.-
