Circular No. 35/2011/TT-NHNN: Banks’ non-performing debts to be disclosed

From April 1, 2012, more than 30 categories of monetary and banking information within the banking system will be publicized on the SBV’s website.

This is provided in the SBV’s Circular No. 35/2011/TT-NHNN of November 11, 2011, on disclosure and provision of monetary and banking information.

Accordingly, to-be-disclosed information will include the SBV Governor’s guidelines and administration decisions; establishment, purchase, sale, division, splitting up, consolidation, merger, bankruptcy, dissolution, revocation of licenses of banks; and handling of administrative violations of credit institutions and foreign bank branches, etc.

Notably, to-be-disclosed information will provide 5 out of 12 core financial soundness indicators (FSIs) under the International Monetary Fund (IMF)’s standards, including: capital adequacy ratio; non-performing loans to total loans; sectoral distribution of loans to total loans; return on asset (ROA); and return on equity (ROE) of the whole banking system.

These indicators would be publicized on a monthly, quarterly, biannual or annual basis.

The new regulation will supersede Decisions No. 736/2003/QD-NHNN of July 9, 2003, and No. 44/2007/QD-NHNN of December 17, 2007.-
