Circular No. 92/2013/TT-BTC: Financial support for overseas Vietnamese in plight

Vietnamese citizens living abroad who are facing financial difficulties or suffering from life-threatening diseases, such as serious metal diseases and final-stage cancer, or serious injuries from accidents will be entitled to non-refundable financial supports from the Fund for Assisting Overseas Vietnamese Citizens and Legal Entities.

This is provided in the Ministry of Finance’s Circular No. 92/2013/TT-BTC of July 8, stipulating the financial management for the Fund.

Overseas Vietnamese citizens requiring protection from war, natural disasters, epidemics and terrorism may also receive financial supports from the fund.

The fund will also help trafficked women and children return home and cover travel fares for officials of Vietnamese representative missions to visit and collect information about Vietnamese citizens who are arrested and detained overseas.

With an initial allocation of VND 20 billion from the state budget, it will offer supports for beneficiaries to pay their costs of travel, food, temporary accommodations and other basic needs.

This Circular will take effect on October 1.-
