Creating breakthroughs in science and technology development, innovation and digital transformation
On December 22, 2024, the Political Bureau of the Party Central Committee adopted Resolution 57-NQ/TW, outlining the objectives, tasks and solutions for creating breakthroughs in science and technology development, innovation and digital transformation. Below are the major contents of the Resolution.

On December 22, 2024, the Political Bureau of the Party Central Committee adopted Resolution 57-NQ/TW, outlining the objectives, tasks and solutions for creating breakthroughs in science and technology development, innovation and digital transformation. Below are the major contents of the Resolution.

OBJECTIVES

Objectives toward 2030

The scientific, technological and innovation potential and levels will reach advanced levels in many important fields, being in the leading group of upper middle-income countries; the technological and innovative levels and capacity of enterprises will exceed the global average; several scientific and technological fields will reach the international level. Vietnam will rank among the top three countries in Southeast Asia and among the top 50 countries in the world for digital competitiveness and the e-Government development index; and among the top three countries in Southeast Asia in artificial intelligence (AI) research and development, serving as a center for developing a number of sectors and fields of the digital technology industry where Vietnam holds advantages. At least five digital technology enterprises will be on par with those in advanced countries.

The contribution of total factor productivity (TFP) to economic growth will exceed 55 percent; the export ratio of hi-tech products to the total export value will reach at least 50 percent. The digital economy will represent at least 30 percent of GDP. The rate of online public services used by people and enterprises will surpass 80 percent; cashless transactions will account for 80 percent. The rate of enterprises with innovation activities will account for more than 40 percent of the total number of enterprises.

Science, technology and innovation will make an important contribution to the building and development of the values of Vietnamese culture, society and people, helping maintain the human development index (HDI) at over 0.7.

Funds for research and development (R&D) will account for 2 percent of GDP, including more than 60 percent mobilized from society; at least 3 percent of the total annual budget expenditure will be allocated for science and technology development, innovation and national digital transformation, which will gradually increase to meet development requirements. The system of science, technology and innovation organizations will be restructured to ensure effectiveness, efficiency and close association of research, application and training activities.

Human resources for scientific research, technological development and innovation will be 12 researchers per 10,000 people; 40-50 science and technology organizations will attain regional or world rankings; the number of international scientific publications will increase by an average of 10 percent per year; and the number of applications for invention registration and invention protection titles will rise by 16-18 percent annually on average, with a commercialization rate of 8-10 percent.

Digital technology infrastructure will be advanced and modern, featuring super-large capacity and ultra-wide band comparable to advanced countries; to step by step master such strategic technologies and digital technologies as AI, the Internet of Things (IoT), big data, cloud computing, blockchain, semiconductor technology, quantum technology, nanotechnology, 5G and 6G mobile communication technology, satellite communication technology and other emerging technologies. National 5G coverage will be achieved.

To complete the building of centrally run cities and a number of qualified provinces and cities into smart cities. To additionally attract at least three world-class technological organizations and enterprises to establish offices and invest in research and production in Vietnam.

To perform the state management from central to local level digitally, ensuring uninterrupted connectivity and operation among agencies within the political system. To complete the synchronous building, connection and sharing of national and sectoral databases; to efficiently utilize digital resources and data, and establish data exchanges.

To develop digital Government, digital economy, digital society, digital citizenship, and digital cultural industry up to a high global level. Vietnam will rank among the leading countries in cyber security, data security, and data protection.

Vision toward 2045

Science, technology, innovation and digital transformation will develop steadily, contributing to making Vietnam a high-income developed country, with the digital economy representing at least 50 percent of GDP; a digital-technology industrial center of the region and the world, ranking among the top 30 countries in the world in innovation and digital transformation. The rate of digital technology enterprises will be equivalent to that of developed countries, with at least 10 digital technology enterprises being on par with those of advanced countries.

To additionally attract at least five world-class technology organizations and enterprises to establish offices and invest in research and production in Vietnam.

TASKS AND SOLUTIONS

To heighten awareness and make breakthroughs in the renewal of thinking, reaffirm strong political determination and resolute leadership and direction, create a new stimulus and mood across the entire society about science and technology development, innovation and digital transformation

Party Committees, Party organizations, officials and Party members should be fully aware of the importance of and deeply grasp the viewpoints, guidelines and policies of the Party and the State on digital transformation, science and technology development, and innovation, clearly identify their responsibilities and proactively fulfill them. The heads must personally take charge and direct the implementation; Party officials and members must be exemplary in the implementation.

The digital transformation, science and technology development and innovation tasks will be specified in the annual working programs and plans of agencies, organizations, units and localities; implementation results will serve as a criterion for evaluation of task performance and for emulation and commendation every year.

To arrange an appropriate number of officials with scientific and technical qualifications in the Party Committees at various levels. To promote the spirit of creativity, daring to think, daring to act and daring to take responsibility among the contingent of officials and Party members in science and technology development, innovation and digital transformation.

To formulate programs for efficient communication and education to heighten awareness of and determination for science and technology development, innovation and digital transformation within the entire political system as well as among the people and enterprises, fostering confidence and a fresh spirit in the society. To launch a “digital learning” movement intensively and extensively, universalizing and heightening scientific and technological as well as digital knowledge among cadres, public employees and people; startup movements to foster creativity, improve work efficiency, increase labor productivity, arousing the spirit of national self-reliance, self-confidence, autonomy, self-resilience and pride, promoting the Vietnamese intelligence to successfully fulfill the targets and tasks of science and technology development, innovation and digital transformation.

To diversify forms of timely and worthy honoring, praising and commendation of scientists, inventors, enterprises, organizations and individuals that have recorded achievements in science and technology development, innovation and digital transformation; to appreciate every invention, patent, technical innovation, and initiative that helps raise work efficiency, even the smallest one.

To expeditiously and resolutely improve institutions; to abolish any ideas, perceptions and hindrances that currently obstruct development; to turn institutions into a competitive edge in science and technology development, innovation and digital transformation

To continue with the full institutionalization and efficient implementation of resolutions, directives and conclusions of the Party Central Committee, the Political Bureau and the Secretariat regarding the development of education and training; science and technology, innovation and digital transformation, focusing on the fruitful implementation of the following tasks:

(i) To expeditiously amend, supplement and synchronously finalize the laws on science and technology, investment, public investment, public procurement, state budget, public property, intellectual property, tax, etc., in order to remove bottlenecks and barriers, free up resources, promote science and technology development, innovation and digital transformation, and develop human resources; to reform modes of management, perform science and technology tasks in ways suitable to every form of research; to reform financial management mechanisms in the performance of science and technology tasks, innovation and digital transformation, simplify administrative procedures to the utmost; to delegate autonomy in the use of funds for scientific research and technological development.

(ii) To adopt an open approach and creative application that allows experimentation with new matters arising from reality. To accept risks, venture investments and delays in scientific research, technological development and innovation. To apply an experimentation mechanism enabling enterprises to test new technologies under the State’s supervision; to introduce a policy of granting liability immunity to enterprises, organizations and individuals engaged in the experimentation of new technologies and business models when economic losses occur due to objective circumstances. To establish venture investment funds for innovation startups, technology incubation and digital transformation.

(iii) To unify state management for higher efficiency over science, technology, innovation and digital transformation. To develop research institutes and universities into strong research entities that closely combine research with application and training. To invest in upgrading the Vietnam Academy of Science and Technology and the Vietnam Academy of Social Sciences along with key national scientific research and innovation institutions. To merge or dissolve science and technology organizations that operate inefficiently. To apply mechanisms and policies on support and development of public science and technology research organizations that operate efficiently; to delegate autonomy and accountability for matters related to organization, personnel, finance and professional qualifications; to allow the use of state budget funds for hiring experts and the use of tangible and intellectual assets for scientific and technological cooperation with organizations and enterprises. To apply a mechanism that allows and encourages research organizations and scientists to establish and participate in the management of enterprises based on research outcomes.

(iv) To attract and efficiently use all resources for investment in science and technology development, innovation and digital transformation. State budget spending for scientific and technological research will be implemented with priority under the fund mechanism through science and technology development funds. To restructure the budget sources for non-business science and technology activities, ensuring that the spending is centralized, focused, targeted and non-scattered. To apply a mechanism that stimulates public procurement of products and commodities being scientific research outcomes created by domestic enterprises. To apply a special mechanism in research, access to and purchase of technological know-how, learning and copying of advanced technologies from foreign countries.

To intensify investment in and improve infrastructure for science, technology, innovation and digital transformation

To issue programs aimed at developing strategic technologies and industries; to establish a fund for investment in the development of strategic industries (giving priority to national defense, space, energy, environment, biotechnology, AI, advanced materials, semiconductors, quantum technology, robotics and automation, etc.); to apply a mechanism for policy testing, aiming to boost the research, development, application and transfer of strategic technologies. To allocate at least 15 percent of state budget expenditures on scientific activities for researches into strategic technologies; to adopt mechanisms and policies on public-private cooperation for research and development of strategic technologies.

To issue strategies for scientific and technological research and application in the exploitation and development of marine, underground and outer space. To attach importance to developing energy infrastructure, especially for new and clean energies, ensuring energy security for development of sciences, technologies and strategic industries. To strictly manage, exploit and efficiently use the country’s mineral resources, particularly rare earths, for science and technology development and innovation.

To develop a system of research and testing centers and key national laboratories, with a focus on strategic technologies. To work out mechanisms and policies to support and encourage organizations, individuals and enterprises to invest in and build scientific and technological research and development laboratories and centers.

To step up the application and development of digital technology. To introduce incentive policies for investment, purchase or rent of digital products and services; to adopt special policies to train, develop, and attract organizations, individuals and enterprises at home and abroad that engage in digital transformation, development of digital technology products and cyber security products. To build and jointly use national and regional digital platforms, ensuring the unified operation and connectivity of sectors and fields in the digital environment. To promote the digital economic eco-system in various domains.

To apply the public-private cooperation mechanism for developing modern digital infrastructure, with state resources playing a key role. To develop telecommunications and internet infrastructure up to the requirements of standby, connectivity, safety and sustainability, a system of data transmission via satellites, high-speed broadband cable networks of national coverage, and mobile communication networks of 5G, 6G and next generations. To develop digital physic infrastructure and digital utility infrastructure; to integrate sensors and apply digital technology to essential infrastructure. To develop the IoT industry and build several mobile IoT industrial complexes.

To adopt mechanisms and policies to support domestic enterprises in investing in and building data and cloud computing centers; to attract foreign enterprises to establish their data and cloud computing centers in Vietnam. To form storage and computing infrastructure up to international standards and green standards. To early complete and bring into full play the National Data Center; to invest in building regional data centers. To build and optimize national data and data of ministries, sectors and localities, ensuring connectivity, integration and sharing.

To apply mechanisms and policies ensuring that data serve as critical sources for production. To establish the rights to own and trade data and to distribute the values created from data. To develop the data economy, data market and data exchanges. To build big databases under Vietnam’s sovereignty. To form a big data industry of Vietnam. To strongly develop the application of big data-based AI for important sectors and fields.

To develop and place in important positions quality human resources and talents meeting the requirements of science and technology development, innovation and digital transformation

To increase investment in, renovation and improvement of the quality of education and training, ensuring high-quality human resources to meet the demands of science and technology development, innovation and digital transformation. To apply attractive mechanisms and policies on credit, scholarships and tuition fees to attract outstanding students to such fields as mathematics, physics, biology, chemistry, and key technologies, particularly at the postgraduate levels. To formulate and implement programs on training talents in different fields.

To introduce special mechanisms to attract highly qualified overseas Vietnamese and foreigners to work and live in Vietnam. To apply special mechanisms in terms of naturalization, house and land ownership, income, and the working environment, aiming to attract, appoint to important positions and retain domestic and foreign top scientists, experts and “chief engineers” capable of organizing, operating, commanding and implementing national key tasks in science and technology, innovation and digital transformation, development of artificial intelligence technology and training of human resources. To establish, connect and develop networks of domestic and international experts and scientists.

To build a number of advanced schools and training centers specializing in AI. To implement special mechanisms for public-private cooperation in training digital technology personnel. To develop online education and training platforms, and models of digital university education, raising the digital capacity across society.

To develop a pool of fully capable and qualified lecturers and scientists for teaching basic sciences, semiconductor chip technology, integrated circuit, key techniques and technologies; to step up the cooperation with prestigious foreign universities; to vigorously renovate training programs up to international standards, modernize modes of training and application of advanced technologies, especially artificial intelligence.

To step up digital transformation, science and technology application and innovation in activities of agencies within the political system; to raise the national governance efficiency and state management effectiveness in various domains, assurance of national defense and security

To develop plans and roadmaps for putting all activities of the political system’s agencies in a digital environment, ensuring connectivity, synchronization and protection of state secrets. To build digital platforms for national common use, developing systems of smart monitoring and administration in order to enhance public governance.

To comprehensively renew the settlement of administrative procedures, providing public services regardless of administrative boundaries; to improve the quality of online public services and digital services for people and enterprises, aiming to provide fully digitalized, personalized, and data-based public services; to enhance supervision, evaluation and accountability of state agencies and competent persons in their service of the people.

To apply special policies in order to attract, recruit and retain scientific, technological and digital transformation personnel working in the political system’s agencies.

To develop safe digital platforms, intensify the application of digital technology, and foster digital citizenship. To develop a number of Vietnamese social networks, building a safe and healthy digital society. To develop digital culture, preserving the national identity, developing a code of conduct in the cyber space, minimizing the negative impacts of digital technology on the society. To build a digital platform to oversee and collect data on natural resources and environment.

To ensure cyber security and safeguard national sovereignty on digital platforms and in cyber space while protecting security of lawful data of organizations, individuals and enterprises, and national data security sovereignty. To modernize weapons and military and security technical facilities.

To gradually apply digital technology in commanding and managing armed forces during combat and mastering high technologies in national defense and security activities. To effectively prevent crimes in digital transformation and combat online scams. To build and bring into play the strength of the people’s war disposition and people’s heart-and-mind posture in cyber space in order to defend the Fatherland.

To vigorously promote science, technology, innovation and digital transformation activities in enterprises

To work out incentive policies to encourage enterprises, particularly small- and medium-sized ones, to invest in digital transformation, scientific research and application, and technological innovation to raise the production and business efficiency and corporate governance; to step up knowledge transfer and training in science, technology and innovation through foreign-invested enterprises; to support domestic technology enterprises to make offshore investment.

To formulate robust policies to encourage the spirit of startup activities in science, technology, innovation and digital transformation, along with support policies for startups and attraction of domestic and foreign enterprises to establish startups in Vietnam.

To work out support mechanisms and policies for establishing and developing a number of large domestic strategic technology enterprises to develop digital infrastructure, lead national digital transformation and become internationally competitive; mechanisms of placing goods orders and assigning key digital transformation tasks to digital technology enterprises; land, credit and tax incentives for researching, testing, applying, developing and manufacturing digital technology products and services. To establish several digital technology industrial parks. To urge enterprises to reinvest in infrastructure and R&D.

To step up the consumption of digital products and services, ensuring that digital economy in sectors and fields accounts for at least 70 percent of the overall digital economy; to promote smart production in agriculture, commerce, finance, education, healthcare, transport and logistics.

To intensify international cooperation in science and technology development, innovation and digital transformation

To focus on enhancing cooperation in scientific research and technological development with countries possessing advanced levels in science, technology and digital transformation, especially in AI, biotechnology, quantum technology, semiconductors, nuclear energy and other strategic technologies.

To work out policies for the acquisition and transfer of advanced technologies suitable to Vietnam’s conditions. To proactively participate in the development of international rules and standards for new technologies, ensuring safety and mutual benefit. To enhance technological capacity and promote technology transfer through international agreements and treaties to which Vietnam is a contracting party.-
