The Da Nang Transaction and Asset Registration Centre under the Ministry of Justice’s Department of Registration of Secured Transactions and State Compensation processed almost 168,550 dossiers relating to the registration of security interests and asset transactions and the provision of registration information in the first half of 2026, marking a year-on-year increase of 11 per cent.
These figures were released in a report presented by the centre's Director Luong Hoang Phong at a working session with Deputy Minister of Justice Nguyen Thanh Ngoc on July 17.
According to the report, 94.6 per cent of registration applications were submitted online and all dossiers were processed on time, strictly following the regulations on competence and registration procedures. Service charges collected in the first six months totalled some VND 12 trillion, a year-on-year increase of 16 per cent. In the reviewed period, the centre strengthened coordination with civil judgment enforcement agencies, courts and tax authorities in suspending or terminating asset registration. It contributed comments to 10 draft legal documents and schemes; accelerated the reform of administrative procedures, the application of information technology (IT), digital transformation and research the application of artificial intelligence (AI) in professional operations.
For the second half of 2026, the centre aims to further improve the quality of processing registration dossiers and providing information on security interests, and increase the rate of online registration applications. It will also continue reviewing and revising internal regulations to align with current regulations, while actively participating in drafting and contributing opinions on legal documents and schemes, including the draft Decree replacing Decree 99 of 2022.
In addition, the centre will ensure the stable, uninterrupted, safe and efficient operation of the system of online registration of security interests; step up the application of IT and AI to assist citizens and enterprises and shorten processing time. It also plans to organise conferences to discuss how to enhance the efficiency of the registration of security interests in movables and the provision of registration information in Da Nang city and Nghe An and Gia Lai provinces. It will also intensify the dissemination of, and the provision of guidance and assistance to, organisations and individuals using the online registration system.

During the working session, Deputy Minister of Justice Nguyen Thanh Ngoc acknowledged the centre’s performance results, particularly its proactive and creative spirit in applying IT and digital transformation, which contributed to improving the quality of public services for citizens and enterprises.
The Deputy Minister requested the centre to step up inspection and supervision of task performance; accelerate the reform of administrative procedures, digital transformation and the application of smart solutions to further elevate the quality of public services in the registration of secured transactions.
He directed the centre to develop effective staff training and further training plans, and create favourable conditions for staff to exchange knowledge and improve their qualifications to meet task requirements in the new situation.- (VLLF)
