In response to recent incidents occurring after human vaccinations, especially those caused by the poor quality of vaccines or medical biologicals administered, the Health Minister issued Decision No. 23/2008/QD-BYT of July 7, promulgating the Regulation on use of vaccines and medical bioloigicals in human disease prevention and treatment.
In order to ensure vaccination safety, the Regulation requires health workers to provide, before giving the vaccination, advices on effects, benefits and possible risks of the vaccination to persons in need of vaccination or their families. At the same time, they should conduct necessary medical examination and tests to preclude cases of vaccination contraindication, check the temperature and medical history of to-be-vaccinated persons, and carefully inspect the quality of vaccines before use.
All vaccinated people must be watched by health workers for at least 30 minutes after vaccination at places of vaccination and within 24 hours at their home by their family members. In case of acute reactions in vaccinated bodies, the vaccination process must be immediately stopped and the whole lot of vaccines must be sealed up and preserved for investigation under regulations.
All vaccines or medical biologicals used for vaccination which caused undesired reactions that severely affect the health or life of some vaccinated persons must be temporarily suspended from circulation and use.-
