The Regulation, issued together with this Decision on August 11 by the Minister of Post and Telematics, applies to all domestic and foreign organizations and individuals involved in Internet-related activities in Vietnam.
It says Internet resources constitute part of national information resources and, therefore, must be managed, exploited and used properly and efficiently.
Agencies, organizations and individuals using Internet resources must pay charges and fees before such resources are put to use or continue to be used.
According to the Regulation, Internet resources cover:
- Domain names;
- Internet addresses or IP addresses;
- Autonomous system numbers (ASN);
- Other numbers and names provided for by the Ministry of Post and Telematics.
The Regulation specifies structure of domain names, principles and procedures for registration of domain names, IP addresses and ASN.
It stipulates that all complaints on the management and use of Internet resources should be sent to the Vietnam National Internet Center (VNNIC) under the Ministry of Post and Telematics.
This Decision replaces Decision No. 92/2003/QD-BBCVT of May 26, 2003.-
