Decision No. 48/2011/QD-TTg: Pilot implementation of national single-window customs mechanism

From October 15, a national single-window customs mechanism will be applied to export, import or transit goods and vehicles on entry, exit or in transit.

This is provided in Prime Minister Decision No. 48/2011/QD-TTg of August 31, 2011, on pilot implementation of the national single-window customs mechanism, which is an integrated system allowing importers and exporters to submit information and standardized documents to a single point of receipt. Upon receipt, state agencies will process data and issue decisions based on the system of uniform processes and procedures, and send these decisions to the information provision and exchange system accessible by state agencies.

At the same time, the mechanism aims to assure that customs authorities will make final decisions on customs clearance for export, import or transit goods or vehicles on entry or exit and in transit based on related state agencies’ decisions.

The single-window customs mechanism to be implemented on a pilot basis covers jobs of selecting and announcing a list of administrative procedures in which the mechanism is to be applied; declaring and receiving declared information on administrative procedures through electronic media; electronic payment of taxes, fees and charges through the commercial banking system; and preparing necessary conditions for implementing the exchange of information on certificates of origin (C/O) under the ATIGA Agreement and proceeding to recognize electronic C/O among the ASEAN members; etc.

The pilot implementation of the mechanism is divided into three phases, including phase I (October 2011 - December 2012) focusing on issuing legal documents and procedures, preparing conditions of information technology infrastructure and building the information technology system for the mechanism; phase II (January - December 2013) implementing the pilot mechanism in ministerial-level agencies; and phase III (January - December 2014) extending the pilot implementation in agencies of related ministries and some local state agencies.-
