Under Decree No. 04/2010/ND-CP of January 15, 2010, from March 10, a fine of up to VND 40 million will be imposed on units operating irrigation or hydropower reservoirs at variance with their operation processes approved by competent authorities or failing to draw up such processes, or on seagoing ships in distress giving SOS signals but refusing to cooperate with rescue forces.
Delay in the distribution of money or relief goods to storm or flood victims, illegal use or provision of money or relief goods to persons other than storm or flood victims will be fined VND 10-15 million. Violators will also be forced to refund misappropriated money or goods.
Those who build works causing damage to flood and storm prevention facilities or build food or hazardous goods storehouses in flood-mitigating or -hit areas will pay fines of VND 20-40 million and be forced to restore the original conditions of damaged facilities or areas.
Fabrication and spreading of rumors or untruthful information on floods or storms, causing a mass panic or uneasiness will be liable to a fine of VND 10 million. Misappropriation of budget funds for flood and storm prevention and combat will be fined VND 20 million.-
