The draft decree was made following a proposal by many transportation enterprises that protested the large once-a-year payment.

The changes are expected to help transportation enterprises avoid financial burden, especially those having many trucks.

The draft decree also states vehicles operating only at stations, ports, and mining and forestry areas would be exempt.

The toll levels would be also adjusted for some kinds of vehicles. For example, buses would have to pay VND 180,000 a month, instead of the current VND 590,000.

Previously, many enterprises protested at the collection of the toll, which they prescribed as “improper”.

Hoang Ngoc Ha, director of Hoang Ha Transportation Company in northern Thai Binh province, said his company had more than 50 truck containers, and he had to pay more than VND 400 million per year.

“It is unreasonable. Not all of our trucks operate 30 days per month as they need time off for regular maintenance and drivers ask for their leave,” he said.-
