Draft scheme on state economic management proposed
State agencies should consider enterprises their customers rather than to-be-managed entities, according to a draft scheme on comprehensive reform of the state management of the economy prepared by the Ministry of Planning and Investment.

This is one of the breakthroughs in economic management thinking introduced in a draft scheme on comprehensive reform of the state management of the economy prepared by the Ministry of Planning and Investment (MPI).

Particularly, the draft presents five viewpoints for reforming the approach to state management of the private sector.

Firstly, as the private sector constitutes an important driving force of the socialist-oriented market economy, the approach to state management of the sector should be regularly and vigorously reformed.

Secondly, the State performs the state management by law, therefore, the legal system should be constantly improved and placed at the central position of the reform process.

Thirdly, the state management thinking should be changed toward regarding businesses as customers rather than to-be-managed subjects.

Fourthly, against the backdrop of the Fourth Industrial Revolution, the State should approach a system of institutions with modern thinking to keep up with the new situation.

Finally, the capacity of the state management apparatus should be improved to meet management requirements and encourage the development of the private sector.

To realize such goal, the MPI proposes building a legal framework for development of products and services using technology 4.0, sharing economy, digital economy; changing the intervention and allocation of state resources to the private economy; avoiding criminalizing economic and civil relations and interfering with corporate internal management issues or legal relations between businesses.

The draft also suggests enhancing the role of medium- and large-sized enterprises as leaders of the economy while promoting the capacity of entering the market, accessing resources, joining in the value chain and conducting technological innovation of small- and medium-sized ones.- (VLLF)
