Enhancing legal aid awareness among ethnic minorities and local residents in Phu Tho province
As part of the 2025 legal aid work plan, the Ministry of Justice organized training conferences in Muong Thang and Thung Nai communes, Phu Tho province, to strengthen legal aid awareness and promote access to justice for ethnic minority communities.

Held on October 10, 2025, the training sessions were conducted by the Department of Law Dissemination and Education and Legal Aid under the Ministry of Justice. The events aimed to enhance legal awareness and understanding of legal aid among local officials and residents, helping bring the law closer to ethnic minorities and vulnerable groups in remote and mountainous areas of Phu Tho province.

The two conferences drew the participation of a large number of delegates, including representatives of mass organizations, village heads, community leaders, as well as commune-level cadres, civil servants, and particularly members of ethnic minority communities living in the localities.

Muong Thang, one of the two communes selected to host the training sessions, was established through the merger of four communes of Thach Yen, Dung Phong, Nam Phong, and Tay Phong. The commune has a natural area of more than 91 km² and a population of nearly 20,000 people across 37 hamlets, with the Muong ethnic group accounting for 88.1 percent. The selection of Muong Thang, one of the areas with the largest Muong population in the former Hoa Binh province, reflects the Ministry of Justice’s efforts to bring legal aid policies closer to ethnic minority communities, helping them better understand their legitimate rights and interests.

Le Thi Thuy, Director of the Center for Legal Information and Legal Aid Support under the Department of Law Dissemination and Education and Legal Aid (Ministry of Justice), stated: “The goal of these activities is to help local people better understand their right to access justice and know how to use legal aid services when needed.”

Local leaders expressed their appreciation for the Ministry of Justice’s initiative. Luu Van Truong, Vice Chairman of the Thung Nai Commune People’s Committee, affirmed: “This is a highly practical activity that helps village and hamlet officials better understand the policies and procedures on legal aid so they can guide people who are facing legal difficulties. Through this, residents can gain quicker access to the State’s free legal services.” He also emphasized that the commune authorities would continue to coordinate closely with the State Legal Aid Center and strengthen communication so that residents are aware of and proactively seek assistance when necessary.

At the conferences, the presenters provided important information about legal aid, including eligible beneficiaries, forms of support, procedures, and ways to contact legal aid service providers. In addition to presenting legal regulations, the training sessions also included the screening of awareness-raising videos previously broadcast on Vietnam Television and introduced practical legal situations commonly encountered in localities, guiding participants on appropriate ways to handle them in accordance with the law.

Experts shared their practical experiences, using specific and vivid examples to help participants quickly grasp and better understand how to implement legal aid activities at the grassroots level. The conferences also featured lively and open discussions, where delegates exchanged experiences and addressed difficulties in communicating and guiding local residents to access legal aid services.

The training conferences in Muong Thang and Thung Nai communes were evaluated as highly practical and effective, contributing to strengthening the capacity of grassroots officials, village elders, hamlet leaders, and community representatives who act as the key “bridges” connecting the State and the people. The knowledge and skills gained will enable them to guide and refer residents to the State Legal Aid Center when they need consultation, assistance, or protection of their legitimate rights and interests.

These training activities not only helped raise legal awareness of legal aid among ethnic minority communities but also contributed to the effective implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, broadening access to justice and reaffirming the humanitarian spirit of the Party and the State in ensuring human rights, citizens’ rights, and promoting equality before law.- (VLLF)
