The removal of difficulties and obstacles, especially legal blockades, in production and business activities is necessary for businesses to operate efficiently and raise their competitiveness, Deputy Prime Minister Pham Binh Minh has said.

Addressing the Business and Law Forum 2022 themed “Identifying and removing legal obstacles to support enterprises’ recovery and development” held in Hanoi on December 20, Minh said enterprises, particularly small- and medium-sized enterprises (SMEs), still face difficulties in access to legal support programs and services.
The provision of legal counseling services has not yielded effective results in several localities while enterprises’ demand for legal support to operate in the country and abroad remains high, the Deputy PM added.
He also underlined the need to find out effective support methods for enterprises, including SMEs, so that they can identify, evaluate, prevent and efficiently deal with legal risks during their operation in the country and overseas.
Vice Secretary-General cum Director of the Legal Department of the Vietnam Chamber of Commerce and Industry (VCCI) Dau Anh Tuan pointed out difficulties caused by inconsistent implementation of a number of legal policies in localities.
A 2 percent value-added tax (VAT) reduction for certain goods and services under Government Decree 15 of 2022 may lead to wrong understanding and application by some enterprises, Tuan said.
To remove obstacles for enterprises, former Head of the Central Institute for Economic Management (CIEM) Nguyen Dinh Cung suggested institutional reform which, he said, was the most fundamental solution.
He proposed allocating the State’s resources under the market mechanism and raising the courts’ role in settling disputes between state agencies and enterprises and among enterprises.-(VLLF)
