Government backs increase of farm-size limits

According to Resolution No. 30/NQ-CP, the Ministry of Natural Resources and Environment must work with the Ministry of Agriculture and Rural Development and the Ministry of Justice to propose amendments to land policies with a view to facilitating land accumulation and increasing farm-size limits for large-scale agricultural production in the third quarter.

The Ministry is also asked to revise regulations on grant of certificates of land use rights and ownership of houses and other land-attached assets, and guide the certification of ownership of assets on agricultural land, including those formed on land of hi-tech agricultural projects.

The Ministry of Agriculture and Rural Development is set to develop and issue before March 15 criteria of hi-tech agricultural programs and projects and criteria of clean agriculture.

Under the Resolution, the State Bank of Vietnam will ask commercial banks, especially state ones, to lend at least VND 100 trillion to hi-tech and clean agriculture investments at an interest rate lower than the market level.

According to State Bank Governor Le Minh Hung, the absence of clear criteria of hi-tech and clean agriculture and documents guiding the certification of ownership of assets on agricultural land is hindering the disbursement of credit for agriculture.

Minister of Agriculture and Rural Development Nguyen Xuan Cuong said land policy hurdles, including farm-size limits and formalities on land use right transfer, had slowed down development of hi-tech agriculture.- (VLLF)
