On the occasion of the first Congress of the Government Party Organization for the 2025–2030 tenure, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh has penned an article highlighting the Government Party Organization’s determination to pioneer and firmly advance forward with the nation in the new era – the era of the nation’s rise. WITH ASPIRATIONS, METTLE, INTELLECT - THE GOVERNMENT PARTY ORGANIZATION PIONEERS, FIRMLY ADVANCES FORWARD WITH THE NATION IN THE NEW ERA
The first Congress of the Government Party Organization for the 2025–2030 tenure is taking place in the context where the whole country is emulating to successfully complete the goals and missions set for 2025 and the 2021–2025 five‑year plan, and stays ready to enter an era of strong development, prosperity, civilization, happiness and advance towards socialism of the nation. Together with the entire political system, the entire people, and the entire army, the Government Party Organization always stays united, join hands, show high determination, make great efforts, take drastic actions, have courage, intelligence, aspiration for development and pioneering, exemplary and leading spirit, contributing to the successful implementation of the two 100-year strategic goals that our Party, State and people have chosen.
The Government Party Organization currently comprises 51 subordinate Party organizations with hundreds of thousands of Party members. It is a major Party organization directly under the Party Central Committee, established under Decision No. 243‑QD/TW dated January 24, 2025 of the Politburo, in order to meet the requirements and missions of the organizational restructuring revolution, ensuring the Party’s comprehensive, absolute, and direct leadership over all aspects of the Government’s operations in its role as the highest state administrative body exercising executive power. This is a strategically significant development step, building on and enhancing the role of the former Party Civil Affairs Committee of the Government, while laying the foundation for the mission of national construction and modern governance in the Government Party Organization’s leadership and direction, especially regarding strategic decisions, the pillars and growth drivers of national development in the new situation.
Looking back on the 2020–2025 tenure, against the backdrop of a rapidly evolving, complex, and unpredictable global and regional situation, with many unprecedented challenges exceeding forecasts, our country has faced a “dual impact” of negative external influences and long-standing internal limitations and inadequacies; overall, challenges and difficulties have outnumbered opportunities and advantages; under the leadership of the Party Central Committee, with the direct and regular guidance of the Politburo and the Secretariat, headed by late General Secretary Nguyen Phu Trong and now by General Secretary To Lam, the Party Civil Affairs Committees of the Government, ministries and sectors, along with the two Party Committees of the blocs, which are now all merged into the Government Party Committee, have inherited and built upon past achievements, focusing on leading and directing subordinate Party committees and organizations to closely follow the Party’s guidelines and policies, and to synchronously and effectively implement the three strategic breakthroughs, six key tasks, and 12 major solution groups outlined by the 13th National Party Congress; implemented tasks and solutions comprehensively across all sectors, focusing on carrying out regular tasks while also at the same time adapting swiftly, flexibly, and effectively to new challenges that emerged with an extraordinary effort and steadfast spirit to overcome difficulties, innovate, and create new policies aimed at “turning situations around and shifting the course of events.” Notably, during the last two years of the term, a focus was placed on advising and implementing strategic missions and policies of historical significance from the Party and the State, including restructuring and streamlining the political system’s organizational apparatus, establishing a two-tier local administration model, and enacting the Politburo Resolutions that catalyzed breakthroughs in key sectors for the new phase. Thanks to the drastic efforts of the entire political system, the business community, and the people under the Party’s leadership, as well as the support of international friends, our country has achieved important and comprehensive results, with significant highlights in every field, affirming: “Our nation has never before had such a fortune, potential, international prestige, and stature as it does today.”
Regarding Party building, the Party Civil Affairs Committee of the Government/Government Party Committee has paid particular attention to, clearly recognizing this as the driving force of innovation and a decisive factor in ensuring the comprehensive, effective leadership, direction and operation of the Government Party Organization in all activities. Personnel work has been innovated, focusing on building and training a contingent of officials with the competence and qualities commensurate with the tasks. Efforts to protect the Party’s ideological foundation have been intensified; the movement to study and follow the thought, moral example and style of President Ho Chi Minh has increasingly penetrated deeply, practically and effectively. The work of mass mobilization and leadership of political organizations have been renewed towards being closer to the people, closer to the grassroots, especially the mass mobilization of administrations and State agencies; direct democracy at the grassroots level has been strengthened. Inspection, supervision and Party discipline work has been enhanced; many cases of negative conduct, corruption, and interest groups have been handled sternly.

On the fight against the COVID‑19 pandemic, with the consistent view of “placing the health and lives of the people above all else, first and foremost” and “fighting the pandemic as fighting the enemy,” the Party Civil Affairs Committee of the Government concentrated on fast and timely leadership, direction and response, adapted safely, flexibly and controlled COVID‑19 effectively; promoted vaccine diplomacy; vigorously and effectively launched the largest nationwide free vaccination campaign in history, ranking fifth in the world in vaccine coverage; allocated approximately VND 119 trillion for over 68.4 million turns of workers and over 1.4 million turns of employers in difficulty circumstances; distributed over 23,300 tons of rice; timely built and effectively deployed the post‑COVID‑19 socio-economic recovery and development program, within which about VND 175.5 trillion of central budget investment capital was allocated to infrastructure, health, information technology projects. With its success in overcoming the COVID‑19 pandemic, Vietnam became a bright spot recognized by the international community during the pandemic, especially in terms of protecting people’s health and maintaining stability, recovery and socio-economic development.
Regarding economic development, in extremely difficult conditions from the start of the term until now, the Party Civil Affairs Committee/Government Party Organization has focused on leadership and direction to implement resolutely, synchronously and effectively the tasks and solutions to maintain macroeconomic stability, control inflation, promote growth, and ensure the major balances of the economy. Despite continuous negative impacts from epidemics, supply chain disruptions, strategic competition, conflicts; global declines in growth, investment and trade; extreme climate change; Vietnam has demonstrated resilient resistance, rapid recovery capacity and achieved growth rates among the highest in the world. The country's GDP size increased from USD 346 billion in 2020, ranked 37th globally, to USD 510 billion in 2025, moving up five places to 32nd in the world and 4th in ASEAN; per capita GDP grew 1.4 times, from USD 3,552 to about USD 5,000, entering the group of upper middle‑income countries.
Inflation was kept under control at about 4 percent per annum; exports and imports grew strongly, trade size placed among the top 20 countries in the world; consecutive years of trade surpluses were maintained. State budget revenue in the 2021–2025 period is estimated at VND 9.6 quadrillion, 1.36 times higher than that of 2016–2020 and exceeding the target set at VND 8.3 million quadrillion; total tax, fee, charge, land rent, water surface rent exemptions, reductions and deferrals amounted to about VND 1.1 quadrillion; total increased revenue and budget savings amounted to about VND 1.57 quadrillion; public debt, government debt, foreign debt and the fiscal deficit were well controlled, well below many regulatory thresholds, with public debt reduced from 44.3 percent of GDP in 2020 to around 35 percent in 2025. Total social investment capital reached VND 17.3 quadrillion, equivalent to about 33.2 percent of GDP; efforts were focused on remedying dispersion in investment, improving public investment efficiency; total public investment capital over the five years 2021–2025 (including the recovery and development program) is estimated at about VND 3.4 quadrillion, an increase of 55 percent compared with the 2016–2020 tenure; FDI attraction has been a highlight. Enterprise development has continued its positive trend. Reputable international organizations rated highly the leadership, governance, results and development prospects of Vietnam’s economy.
In terms of strategic breakthroughs, in line with the spirit of the 13th National Party Congress’s Resolution, the Government's Party Civil Affairs Committee/Party Committee has focused on leading and directing all levels, sectors, and localities to implement measures aimed at restructuring the economy towards improving productivity, quality, efficiency, and competitiveness, with the motto of “open institutions, seamless infrastructure, smart governance.” These efforts have contributed to creating a strong development momentum, opening up new spaces and opportunities to help the country soar to new heights. The work of making and enforcing laws has seen a strong innovation in thinking and approach, with a determination to transform institutions from the “bottleneck of bottlenecks” into a “national competitive advantage.” Many obstacles and barriers have been removed and cleared. The Government Party Committee has focused on leading the drafting and submitting to the Politburo many breakthrough resolutions; presented to the National Assembly the largest number of draft laws and resolutions ever in a term; and issued 820 Decrees and nearly 1,400 Resolutions of the Government.
The infrastructure system has been prioritized for investment, with determined leadership and implementation in line with the spirit of “weathering the storm,” “eat in haste, sleep with urgency,” “3 shifts, 4 crews,” “if the day is not enough, work through the night,” “work through weekends, holidays, and New Year’s,” “only talk about action, not retreat.” As a result, significant results have been achieved. By the end of 2025, it is expected that 3,245 km of expressways and 1,711 km of coastal roads will be completed; the expansion of Tan Son Nhat, Noi Bai, Phu Bai, and Dien Bien Phu airports will be finished; the first phase of Long Thanh International Airport, with Vietnam’s first 4F standard, will be basically completed; the Cai Mep - Thi Vai and Hai Phong ports will be expanded; the construction of ring roads will be underway and several metro lines will be put into operation. Efforts will also be made to break ground on the Lao Cai - Hanoi - Hai Phong standard gauge railway; and complete the 500kV power lines from Quang Binh to Hung Yen and from Lao Cai to Vinh Yen in record time. Cultural and social infrastructure has received significant investment, contributing to improving the quality of life and well-being of the people. The quality of human resources has been continuously enhanced to meet labor market demands. The labor structure has shifted positively, with the proportion of workers in the agricultural sector decreasing from 33.1 percent in 2020 to about 25.8 percent in 2025; that in the industrial, construction, and service sectors increasing from 66.9 percent to 74.2 percent; and the rate of trained workers rising from 64.5 percent to 70 percent. Development in science and technology, innovation, and national digital transformation has been vigorously and comprehensively implemented in accordance with the spirit of the Politburo’s Resolution No. 57. In 2025, Vietnam’s Global Innovation Index ranks 44th out of 139 countries and territories.
In terms of culture, society, and people's livelihood, the Government's Party Civil Affairs Committee/Party Committee has paid special attention to and focused on effectively leading and directing the implementation of the Party’s and the State’s guidelines and policies on cultural and human development, promoting social progress and justice, ensuring social welfare, and improving people’s living standards. Cultural projects and traditional cultural values have been promoted, and the public’s access to cultural enjoyment has been enhanced. A series of major events were successfully organized to commemorate the 70th anniversary of the Dien Bien Phu Victory (May 7), the 50th anniversary of the Liberation of the South and National Reunification (April 30), and the 80th anniversary of the August Revolution (August 19) and National Day (September 2), strongly fostering patriotism, solidarity, and national pride. Gifts were distributed to all citizens on the occasion of National Day (September 2), with a total budget of nearly VND 11 trillion (USD 417.6 million). The capacity of grassroots and preventive healthcare systems and the quality of medical examination and treatment have been improved. Health insurance coverage increases from 90.9 percent in 2020 to 95.2 percent in 2025, exceeding the target of over 95 percent. The national education system has been basically completed towards openness and connectivity. Efforts are being made to build inter-level schools in border communes, with an aim of starting construction on 100 schools in 2025 using savings from expenditure; and implement tuition exemptions and support for preschool and general education levels starting from the 2025–2026 academic year. The overall quality of education and training has been increasingly improved. Policies for people with meritorious service, sustainable poverty reduction, and the principle of “leaving no one behind” have been fully and promptly carried out. The multidimensional poverty rate has decreased, especially in ethnic minority, remote, border, and island areas, from 4.1 percent in 2021 to 1.3 percent in 2025. The average monthly income of workers has increased from VND 5.5 million in 2020 to VND 8.4 million in 2025. The goal of eliminating temporary and dilapidated houses was achieved 5 years and 4 months ahead of schedule, with more than 334,000 houses completed. The construction of 633,000 social housing units has been vigorously implemented, with a target of completing 100,000 units in 2025. Over 689,500 tons of rice have been allocated to support the people. Total state budget expenditure for social welfare (including national target programs) has reached VND 1.1 quadrillion, accounting for 17 percent of total state budget spending. Vietnam’s Happiness Index rises by 37 places, from 83rd in 2020 to 46th in 2025. The management of natural resources, environmental protection, climate change adaptation, and disaster prevention have been given due attention. In recent years, facing numerous strong and complex storms (such as Yagi, Bualoi, and Matmo), disaster prevention and response efforts have received timely, unified, and comprehensive leadership and direction from the central to local levels. The total expenditure from the central budget reserve for disaster prevention, response, and recovery has reached over VND 47 trillion, contributing to minimizing damage and quickly restoring stability to people’s lives and socio-economic activities in affected areas.
For administrative reform, organizational restructuring, and the fight against corruption, wastefulness, and other negative phenomena, in accordance with the Party Central Committee’s policy on the “rearrangement and reorganization of administrative units,” the Party Civil Affairs Committee/Party Committee of the Government has focused on drastic instruction and implementation ensure the required progress and effectiveness in streamlining the Government’s apparatus. The number of ministries, ministry-level agencies, and agencies under the Government has been reduced by 8 to 14 ministries and 3 ministry-level agencies - a 32 percent reduction. The two-tier local administration model has been effectively implemented, ensuring consistency, smooth coordination, and efficiency in association with promoting decentralization and delegation of authority. To date, this model has gradually operated smoothly. The total number of civil servants and public employees in state administrative agencies has been reduced by 145,000, and regular expenditure has decreased by VND 39 trillion per year. Administrative reform has been accelerated, discipline and order strengthened, and the attitude of civil servants who shirk responsibility, avoid accountability, or fear taking responsibility has been corrected, shifting the administration’s approach from management-oriented to serving the people and fostering development. The Central Steering Committee for Prevention and Control of Corruption, Wastefulness and Negative Phenomena’s programs and conclusions have been strictly implemented; inspections, complaint and denunciation handling, and citizen reception have been strengthened. Plans for handling four weak performing banks have been developed, submitted to the Politburo for comments, and are being implemented, while solutions for the Sai Gon Joint Stock Commercial Bank (SCB) are being proposed to competent authorities. Efforts have been made to handle 12 delayed, inefficient projects and enterprises, as well as stagnant projects that waste resources. At the same time, a review and proposal process has been carried out to remove obstacles for nearly 3,000 projects with a total investment of nearly VND 5.9 quadrillion and a total land area of about 347,000 hectares; of these, 868 projects with a total value of about VND 373 trillion have been solved within authority, enabling them to resume operations, business activities, investment, or restart construction.

In terms of national defense, security, and foreign affairs, in implementing the Party’s and the State’s guidelines and policies, the Government's Party Civil Affairs Committee/Party Committee has concentrated on strengthening and consolidating national defense and security capabilities; ensuring social order and safety; and firmly safeguarding national independence, sovereignty, and territorial integrity, with priority given to allocating resources, saving expenditures, and increasing revenues to achieve the highest-ever allocation for defense and security, enabling domestic production of several key types of weapons. The goal is to build a revolutionary, regular, elite, and modern People’s Armed Forces by 2030. Foreign affairs and international integration have been a highlight, with economic diplomacy achieving remarkable success. The country’s international reputation and position have been significantly enhanced, contributing to maintaining a peaceful and stable environment and creating favorable conditions for national development. Vietnam has actively contributed to addressing regional and global issues, earning recognition and high appreciation from the international community. It has established diplomatic relations with 195 countries, including comprehensive partnerships, strategic partnerships, and comprehensive strategic partnerships with 38 countries, including all five permanent members of the United Nations Security Council, 17 members of the G20, and all ASEAN member states.
During the 2026–2030 tenure, the world situation is forecast to remain complex and unpredictable; strategic competition is expected to become increasingly fierce; and the global economy will see strong volatility with numerous potential risks. Domestically, we will continue to experience negative external impacts along with internal limitations and problems, as well as mounting non-traditional security challenges such as disease outbreaks, natural disasters, climate change, and cyber threats. In general, difficulties and challenges will continue to outweigh opportunities and advantages. This context requires the Party Organization of the Government to exert even greater efforts, demonstrate stronger determination, and take more drastic actions to contribute to the successful implementation of the strategic goal marking the 100th founding anniversary of the Communist Party of Vietnam in 2030, while laying a solid foundation towards the centenary of the nation in 2045.
The 14th National Party Congress has been identified by the Party Central Committee as the beginning of a new era – that of the nation’s rise with powerful development, prosperity, civilization, happiness, and steady advancement towards socialism. In his article titled “Vietnam steadily advances into a new era and issues arising in the cause of safeguarding the Fatherland”, Party General Secretary To Lam emphasized: “We are standing at a historic juncture, with a historic opportunity to achieve fast and sustainable development. At the same time, we are also facing very high demand for revolutionary and scientific breakthroughs to promptly remove bottlenecks and obstacles in all aspects of social life.”
Thoroughly grasping that spirit of instruction, the first Congress of the Party Organization of the Government, for the 2025–2030 tenure, will serve as a particularly significant political milestone, affirming the vision, mission, and determination of comprehensive reform of the entire Party Organization to contribute to the country’s steady progress into a new era in line with the Resolution of the 14th National Party Congress. The congress is not only a review of one tenure but also the start of a new journey to realize the national development aspiration, helping Vietnam take fast and sustainable steps forward on the path of industrialization, modernization, and intensive integration, guided by the action motto: “Solidarity, Discipline - Democracy, Innovation - Breakthrough, Development - Close to the People, for the People.” In this motto, “Solidarity and Discipline” serve as the foundation, “Democracy and Innovation” as the principle and method, “Breakthrough and Development” as the goal and requirement, and “Close to the People, for the People” as the guiding ideology – reflecting the belief that the people are the root and the source of strength for all the Government’s activities in the new era.
The Party Organization of the Government will focus on leadership and direction to build an incorruptible, action-oriented, and development-enabling Government that is determined to make breakthroughs and successfully realize the goal of building a prosperous, strong, civilized, and happy nation. It will carry out the policies and instructions of the Party Central Committee, the Politburo, and the Secretariat while promoting self-reliance, resilience, and confidence to advance strongly in the new era of development. The Party Organization of the Government will strive to build itself into a comprehensively strong Party body; closely adhere to the five principles of Party building and the five methods of Party leadership in all activities; take the lead in implementing the Party Central Committee’s policies, resolutions, and directions; foster solidarity across the entire Party Organization; and enhance the leadership capacity and combat strength of Party organizations and members, as well as improve the effectiveness and efficiency of State management and national governance, which are focal tasks. Special attention will be paid to the personnel work, identified as the “key of all keys”, building a contingent of cadres, especially leaders within the Government’s Party Organization, truly exemplary in political steadfastness, morality, competence, and prestige, commensurate with their assigned duties. Leadership methods of Party committees and the personnel work will be reformed in line with the organizational and apparatus model, ensuring streamlined, efficient, and effective operations. Stronger delegation of authority will be implemented, with clear delineation of functions and responsibilities between Party committees and administrative and state bodies. Efforts will also be stepped up to promote mass mobilization and ensure extensive, effective, and substantive leadership over socio-political organizations. Furthermore, the Party Organization will enhance and effectively conduct the inspection, supervision, and enforcement of the Party discipline in association with the fight against corruption, wastefulness, and other negative practices.

Regarding the implementation of economic development tasks, the promotion of science and technology development, and the realization of the three strategic breakthroughs, the Party Organization of the Government will focus on leading and directing the comprehensive, concerted, drastic, and effective implementation of targets, tasks, and measures across all fields, in accordance with the Resolution of the 14th National Party Congress, the breakthrough policies of the Politburo, and the Resolution of the first Congress of the Party Organization of the Government. Efforts will be invested in fostering dynamic, rapid, and sustainable economic growth; firmly maintaining macroeconomic stability, controlling inflation, and guaranteeing the economy’s major balances; achieving an average GDP growth rate of at least 10 percent per year; raising per capita GDP to about USD 8,500 by 2030; and turning the country into a developing nation with modern industry and upper middle income, ranking among the world's top 30 economies in terms of GDP by 2030. Focus will also be put on perfecting institutional frameworks for development, unleashing production capacity, and efficiently mobilizing and utilizing all resources to create new drivers for socio-economic development. Vietnam's business and investment environment will also be improved to rank among the top three in ASEAN. Industrialization and modernization will be accelerated, together with the restructuring of the economy and the establishment of a new growth model, with breakthrough development in science – technology, innovation, and digital transformation serving as the main driving forces. At the same time, the green economy, digital economy, creative economy, and circular economy will be developed. Attention will also be given to training and improving human resources quality, and strongly developing a high-quality workforce that meets international standards, including training 100,000 engineers specializing in semiconductor technology and artificial intelligence (AI). The Government’s Party Organization will continue to promote the development of a comprehensive and modern infrastructure system; effectively utilize and expand development space; use urban areas as growth engines for regional development; work towards the target of 5,000 km of expressways nationwide by 2030 and complete the coastal road network; and develop high-speed railway projects, urban transport infrastructure, and harmonious and modern systems of seaports and airports. Resources will also be focused on the development of energy, digital, telecommunications, cultural, and social infrastructure, including the construction of a number of cultural, sports, educational, and healthcare facilities of regional and international significance.
Regarding the realization of social progress and justice, ensuring harmony between economic development and environmental protection, and enhancing national governance capacity, the Party Organization of the Government will place emphasis on developing cultural and social aspects; comprehensively developing the Vietnamese people in terms of morality, personality, intellect, creativity, aesthetic appreciation, and physical strength; improving the material and spiritual well-being and health of the people; and developing a modern national education system on par with regional and global standards, with the quality of education and training improved at all levels of education. The Party Organization will ensure social welfare and security, enabling all citizens to benefit from the fruits of national development. Resources will be managed and used efficiently; environmental protection, proactive response to climate change, and natural disaster prevention, control and mitigation enhanced; and measures comprehensively taken to basically address environmental pollution in both urban and rural areas, particularly in major cities. The Party Organization will push ahead with building a law-governed socialist State that is development-enabling, incorruptible, action-driven, and people-centered, while strengthening the social governance capacity and forming a modern, effective, and efficient national governance system with regional and international competitiveness.
Regarding the strengthening of national defense and security capabilities, and the enhancement of foreign affairs and international integration effectiveness, the Party Organization of the Government will continue to build an all-people national defense posture and a people’s security posture closely linked with the people’s will, firmly safeguard national independence, sovereignty, and territorial integrity; firmly maintain social order and safety; develop self-reliant, modern, and dual-purpose defense and security industries; and ensure close linkage between economic, cultural, and social development and national defense and security safeguarding. External relations and international integration will be intensified, with a focus on economic diplomacy, to continuously promote Vietnam’s role, stature, and prestige in the international arena while contributing to the preservation of a peaceful and stable environment for fast and sustainable national development.
With the motto of promptly concretizing the Party’s policies and guidelines into specific mechanisms, policies, tasks, and actions, and ensuring the timely implementation of the Party’s resolution, the entire Party Organization of the Government is determined to serve as a pioneering and exemplary force in realizing the Resolution of the 14th National Party Congress, particularly in science – technology, innovation, and digital transformation. It will make continuous efforts to make institutional reforms, strengthen discipline, and enhance the effectiveness and efficiency of leadership and direction over the Government, ministries, sectors, and localities in all areas, thereby contributing to building a prosperous and thriving nation where the people enjoy a prosperous and happy life.- (VNA/VLLF)
