Lao Cai province helps recovering addicts reintegrate into community
Beyond medical treatment, Drug Rehabilitation Facility No. 2 under the Police Department for Drug-Related Crime Investigation of the Lao Cai Public Security Department is equipping drug addicts undergoing rehabilitation with literacy, vocational skills and legal knowledge to foster sustainable community reintegration and prevent addiction relapse.

Drug Rehabilitation Facility No. 2 under the Police Department for Drug-Related Crime Investigation of the Lao Cai Department of Public Security has organised six literacy classes for nearly 9,000 participants undergoing drug rehabilitation since 2025. This foundational education initiative forms a core part of the facility’s strategy, ensuring drug addicts acquire the basic skills required for full societal reintegration.

Vocational training, legal education and job placement

The courses have been tailored to individual learning capacities, focusing on practical vocabulary, basic sentence construction and simple arithmetic. Instructors have selected accessible, real-world examples to help drug addicts grasp concepts easily. Upon completing the programme, many previously illiterate participants can independently read basic news, manage daily personal tasks, and take subsequent vocational training opportunities.

Beyond academic instruction, the literacy initiative drives fundamental shifts in self-awareness, mindset and personal discipline. Persons undergoing the rehabilitation at the facility have reported that gaining basic reading and writing abilities restored their self-confidence, helping them overcome self-doubt and motivating them to pursue a better life.

The facility has also organised vocational training courses on bamboo and rattan weaving, garment making, electronic assembly and livestock farming. Through structured practical work, inmates can master technical competencies while adjusting to industrial working habits, workplace discipline and personal responsibility. Alongside vocational instruction, the facility has maintained military-style internal regulations, political education and legal knowledge classes to facilitate their compliance with laws and social standards, said the Department’s Deputy Director Lt. Col. Vo Loi.

To maximise post-rehabilitation employment, the facility has collaborated with local enterprises and production units to provide direct vocational guidance and job placement services prior to release. Equipping them with recognised trades, legal knowledge and workplace discipline enables them to secure lawful employment, generate sustainable income, and rebuild family trust upon their return to the community.

Psychological support for community reintegration

The facility has provided inmates with psychological counselling, life skills training and emotional management modules focusing on conflict resolution, anger management, and peer pressure resistance, thereby helping them manage emotions and avoid high-risk environments that trigger addiction relapse.

Sustained recovery depends on personal resolve coupled with active support from local authorities, families and communities. Reducing social stigma and expanding local job opportunities are essential for community reintegration. By combining medical care, literacy education, vocational skills, legal education and psychological support, the facility has equipped recovering addicts with necessary tools for their successful return to the society, thereby maintaining public order and social security across Lao Cai province.- (VLLF)
