LAW No. 71/2006/QH11:
On Social Insurance

The 11-chapter and 141-article Law, passed by the National Assembly on June 29, 2006, governs compulsory social insurance, voluntary social insurance and insurance against unemployment.

The Law applies to laborers and labor users participating in compulsory social insurance; laborers and labor users participating in insurance against unemployment; laborers participating in voluntary insurance; as well as agencies, organizations and individuals involved in social insurance.

Laborers participating in social insurance shall be granted social insurance books; receive pension and social insurance allowance and enjoy health insurance in the cases specified in this Law.

Labor users, meanwhile, may refuse to respond to social insurance requests which are in contravention of law; lodge complaints or denunciations on social insurance; remit monthly social insurance premiums deducted from laborers' salaries and wages into the social insurance fund.

Though this Law will take effect on January 1, 2007, it will only apply to voluntary social insurance from January 1, 2008, and insurance against unemployment, January 1, 2009.-
