Law on the Implementation of Grassroots Democracy
The 2022 Law on the Implementation of Grassroots Democracy lays a firm foundation for the implementation of socialist democracy, the people’s right to mastery and self-governance role, thus contributing to effectively implementing the motto “People know, people discuss, people do, people monitor”.

Taking effect on July 1, the Law provides for contents and methods of the implementation of grassroots democracy, as well as rights and obligations of citizens in, and responsibilities of agencies, units, organizations and individuals in ensuring, the implementation of grassroots democracy. It also stipulates the organization of People’s Inspection Boards in commune-level localities, state agencies, public non-business units and state enterprises.

The Law further says that persons who violate the regulations on the implementation of grassroots democracy shall, depending on the severity of their violations, be administratively sanctioned or examined for penal liability and pay compensation for any damage caused.

It also prescribes disclosure of information in communes, wards and townships, and specifies contents for the people to discuss and decide on, matters put for collection of the people’s opinions, and inspection and supervision by the people.

The 91-article Law introduces the provisions on discussion and decision making by cadres, civil servants, public employees and workers in agencies and units; and the implementation of democracy at state enterprises and in the non-state sector.
