Lawmakers discuss regulations to facilitate the naturalization in Vietnam
As part of the ongoing 9th session of the 15th National Assembly, lawmakers on May 17 heard a proposal and a verification report on the draft Law Revising the Law on Vietnamese Nationality, which aims to make it easier for foreigners and overseas Vietnamese to naturalize in Vietnam or to have their Vietnamese citizenship restored.

As part of the ongoing 9th session of the 15th National Assembly, lawmakers on May 17 heard a proposal and a verification report on the draft Law Revising the Law on Vietnamese Nationality, which aims to make it easier for foreigners and overseas Vietnamese to naturalize in Vietnam or to have their Vietnamese citizenship restored.

According to Minister of Justice Nguyen Hai Ninh, the law aims to institutionalize the Party's guidelines and policies, including the Political Bureau’s Resolution 36-NQ/TW dated March 26, 2004; the Party Central Committee’s Directive 45-CT/TW dated May 19, 2015; and Conclusion 12-KL/TW dated August 12, 2021, on affairs related to overseas Vietnamese.

This initiative also contributes to strengthening the great national unity bloc, promoting the policy of national harmony and reconciliation on the occasion of the 50th anniversary of the liberation of the South and national reunification, and attracting high-quality human resources to support the country’s development in the new era.

The draft Law proposes two major policies, including the relaxation of conditions concerning the naturalization of Vietnamese citizenship for persons whose biological father or mother, paternal or maternal grandparents are Vietnamese citizens, as well as foreign investors, scientists, and experts; and the relaxation of conditions for persons who previously held Vietnamese nationality to have it restored.

Minors with at least one parent who is a Vietnamese citizen would no longer be required to have full civil act capacity in order to be naturalized, as currently stipulated under the 2008 Law.

Presenting the verification report, Hoang Thanh Tung, Chairman of the National Assembly's Committee on Legal and Judicial Affairs, affirmed that the Committee agrees on the necessity of enacting the Law Revising the Law on Vietnamese Nationality.

The draft Law is fundamentally aligned with the Party’s guidelines and policies; however, it should more clearly and fully institutionalize the 'special mechanism for being naturalized in Vietnam' as outlined in the Political Bureau’s Resolution No. 57-NQ/TW, in order to attract and make effective use of leading overseas Vietnamese scientists and experts," Tung emphasized.- (VLLF)
