Ministry enacts new circular on certificates of origin
The Ministry of Industry and Trade has issued a circular providing the issuance of certificates of origin (C/Os) and written approvals for self-certification of origin of exported goods by traders.

The Ministry of Industry and Trade has issued a circular providing the issuance of certificates of origin (C/Os) and written approvals for self-certification of origin of exported goods by traders, a move to decentralize and streamline trade administration.

Taking effect on July 1, Circular 40/2025/TT-BCT dated June 22 specifies two entities authorized to issue C/Os - the ministry’s Agency of Foreign Trade and organizations authorized by provincial and municipal people’s committees.

Authorized bodies must publish their procedures and provide guidance to businesses to ensure compliance with regulations, says the circular.

The issuance process will be conducted via the eCoSys system at www.ecosys.gov.vn which is managed by the Department of e-Commerce and Digital Economy and integrated with the national Single Window system.

The Agency of Foreign Trade will provide training and conduct periodic inspections to ensure smooth issuance of C/Os nationwide.- (VLLF)
