Institutions holding exams for grant of foreign certificates of foreign-language competency would be required to not only satisfy conditions on physical foundations and personnel but also guarantee the legality and worldwide validity of to-be-granted certificates.

Such is proposed by the Ministry of Education and Training in a draft circular recently released for public comments.
Foreign certificates of language competency must be recognized by at least one linguistic quality assessment and accreditation institution and state authorities of the host countries. Such certificates must also be usable for applying for immigration papers or entry visas to countries where the relevant language is an official language. Besides, the testing result must be convertible to Vietnam’s Six-Level Foreign-Language Proficiency Framework or the Common European Framework of Reference for Languages.
A Vietnamese institution that associates with a foreign institution specialized in language competency assessment in holding exams for grant of certificates of competency in a foreign language would be required to have at least one manager who possesses a bachelor’s or higher-level diploma in such language or in literature and culture of the country where such language is an official language. Meanwhile, its foreign partner must ensure reliability, accuracy, objectivity, transparency and fairness in assessment of foreign-language competency of examinees and must neither violate laws nor act in contravention of fine customs and culture of Vietnam.- (VLLF)
