Full-time lawmakers gave feedback on the revision, explanation, and finalization of the draft Law on amendments and supplements to a number of articles of the Law on Economical and Efficient Use of Energy at the National Assembly Standing Committee’s 46th session on June 9.
In his remarks, NA Chairman Tran Thanh Man stated that the revision and supplementation of several articles of the law are of great importance, as it meets the requirements of national industrialization and modernization.
He underlined the need to strongly promote digital transformation in energy auditing and monitoring; concretize the national green growth strategy for the 2021–2030 period, the Power Development Plan VIII, and the Party’s orientations on sustainable development and energy security amid international integration; simplify administrative procedures; and enhance incentive mechanisms in this scheme.

Attention must be paid to reviewing regulations related to the establishment of a fund for promoting efficient and economical use of energy in the draft law, and financial incentives to ensure consistency with the Law on State Budget, the Law on Public Investment, and the Law on Taxation, he added.
Chairman of the NA’s Committee for Science, Technology and Environment Le Quang Huy highlighted the necessity to include regulations on energy labeling for construction materials in the draft law, noting that this provides a legal basis for the Ministry of Construction to implement measures for economical and efficient energy use in the construction sector, thus contributing to improving competitiveness of businesses and expanding markets in the direction of green transition.
In response to NA deputies' feedback, the draft law has been reviewed and revised to ensure consistency and coherence across related regulations, while assigning the Ministry of Construction to specify the details of this provision, he said.
As the energy labeling of construction materials is a new activity, the draft law has introduced a policy framework to support businesses, organizations, and individuals to implement this.
The provision to establish the fund is essential to institutionalize the Politburo’s Resolution No. 55-NQ/TW, Huy said, adding that the fund’s operations will encourage investment in and the use of energy-saving technologies and equipment, contributing to increasing labor productivity, transforming growth model, saving energy, ensuring energy security, and environmental protection.
On the same day morning, the lawmakers also offered feedback on the revision, explanation, and finalization of the draft Law on Digital Technology Industry, focusing on mechanisms for monitoring and regulating artificial intelligence; preferential policies for certain special investment projects; and training human resources for deploying and using AI systems.- (VNA/VLLF)
