On November 26, the XIIIth National Assembly (NA) adopted Resolution No. 20/2011/QH13 setting a comprehensive legislative agenda for its entire term of office.
The agenda, which consists of an official program and a preparative program, covers 132 draft laws and ordinances.
Among 85 laws and six ordinances listed in the official program, 18 provide the organization and operation of institutions in the political system, six deal with human rights and citizens’ freedom and democracy rights, 30 govern civil and economic matters, 22 regulate the fields of education and training, science and technology, health, culture, information and sports, ethnic affairs, religion, population, family, children, labor and social policies, while the remaining 15 embrace national defense, security and social order and safety.
During its tenure, the NA will adopt several fundamentally important documents, including a law or resolution revising the 1992 Constitution and revised Civil Code, Labor Code, Penal Code and Criminal Procedure Code. It will also consider amending the Maritime Code, the Law on Civil Aviation, the Law on Inland Waterway Transport, the Land Law, the Customs Law, the Construction Law and the Housing Law.
Several tax laws are also planned for revision. They are the Law on Personal Income Tax, the Law on Import Duty and Export Duty, the Law on Corporate Income Tax, the Law on Value-Added Tax and the Law on Excise Tax.
The NA’s legislative agenda contains several laws which are mentioned for the first time in
