On September 27, 2010, the State Bank of Vietnam (SBV) issued last-minute Circular No. 19/2010/TT-NHNN (Circular 19) revising some contents in the highly controversial Circular No. 13/2010/TT-NHNN dated May 20, 2010, on prudential ratios in operations of credit institutions (Circular 13).
