As per the Law, coded No. 49/2019/QH14, immigration papers include diplomatic passports, official passports, ordinary passports and international travel documents. Current immigration papers issued before July 1, the effective date of the Law, remain valid till their expiry dates.

A Vietnamese national who applies for a first-time passport will carry out procedures at immigration office of the provincial-level Department of Public Security of the locality where he/she registers permanent residence or temporary residence. However, those who have been granted a citizen identity card may file their applications to the immigration office of any provincial-level Department of Public Security at their convenience.

Persons aged full 14 years or older may choose to get passports issued with or without embedded electronic chips.

The Law also sets out 4 cases in which persons have ordinary passports issued according to summary procedures:

+ Persons losing their ordinary passports while going abroad and wishing to return home immediately.

+ Persons subject to expulsion under decisions issued by competent agencies of host countries and having no passports.

+ Persons required to return home under treaties or international agreements on acceptance of repatriating citizens.

+ Persons eligible for issuance of ordinary passports for national defense and security reasons.- (VLLF)
