The management and protection of defense works and military zones must comply with the Constitution and law, conform to treaties to which the Socialist Republic of Vietnam is a contracting party and relevant international agreements, and help protect the interests of the State and lawful rights and interests of organizations and individuals.
Such is one of the principles provided in the 2023 Law on Management and Protection of Defense Works and Military Zones, which will be enacted in the beginning of next year, and replaces the 1994 Ordinance on Protection of Defense Works and Military Zones.
As per the Law, the management and protection of defense works and military zones constitute key and regular tasks and the responsibility of the entire people and the entire political system, in which the People’s Army acts as the core.
It is requested to combine the management and protection of defense works and military zones with the socio-economic development.
In addition, the management and protection of defense works and military zones must ensure uniformity under approved master plans and plans.
Under the new Law, based on their functions and use purposes, defense works and military zones are classified into class A, class B, class C and class D.
Specifically, class-A defense works and military zones will serve military combat tasks to defend the Fatherland. Those classified as class-B will serve training and drill tasks of the People’s Army and militia and self-defense forces. Class-C ones will be used for storage, repair or destruction of weapons, ammunitions and equipment, and research, testing and manufacturing of defense products. Class-D defense works and military zones are for daily-life, study and regular work activities of the People’s Army.
