Parliamentarians gather to pass 14 laws at 8th session
The XIth National Assembly (NA) convened its 8th session in Hanoi on October 18, planning to pass 14 laws, one resolution and consider eight draft laws. This session is expected to last until November 30.

The XIth National Assembly (NA) convened its 8th session in Hanoi on October 18, planning to pass 14 laws, one resolution and consider eight draft laws. This session is expected to last until November 30.

“That number (of laws) is equal to what we completed in the whole of the previous year,” said deputy director of the NA Office Tran Ngoc Duong.

To reform the style of discussions, the NA has divided the meeting hall into two so deputies can discuss different bills regarding economy, civil or criminal issues simultaneously. Deputies have also been requested to register for debates over laws they are interested in.

Of the 14 laws to be passed at this session, the most notable ones are the Law on Intellectual Property, the Enterprise Law, the Investment Law, the Anti-Corruption Law and the Law on Thrift Practice and Waste Combat.

The other laws include the revised Law on Environmental Protection, the Law on Bill of Exchange, the Law on E-Transactions, the Housing Law, the Law on Youths, the Law on the People’s Police, the Law Amending the Value Added Tax Law and Special Consumption Law, the Law Amending the Complaint and Denunciation Law, and the Law on Bidding.

Lawmakers would consider and approve a resolution on the NA’s legislative program for 2006.

They would also examine eight bills, including the Social Insurance Bill, the Real Estate Business Bill, the revised Law on Vietnam Civil Aviation, the Bill on Information and Technology, the Bill on HIV/AIDS, the Judgement Execution Code, the Bill on Lawyers and the Bill on Cinematography.

On the opening day, NA deputies heard the reports on the implementation of the 2005 tasks and the state budget, and socio-economic tasks and budget estimates for 2006.

In the following days, they reviewed specific reports on implementation of the NA’s resolutions; reports on the country’s major construction projects; reports on investment and use of state funds; report on the promulgation of legal documents by the Government, among others.

The Supreme People’s Procuracy chairman, the Justice Ministry Minister and the Public Security Minister reported on prosecution work, judgement execution, and crime prevention and combat. The NA Law Committee, Economic Affairs and Budget Committee and other committees also presented reports on their supervision work.

As part of this session, the NA would consider voters’ proposals. It would, for the first time, comment on the draft documents to be submitted to the Xth Party Congress, according to NA Office director Bui Ngoc Thanh.

Deputies would also vote to elect the State Auditor General, Mr. Thanh said.-
