Plan of action enacted to promote data creation for comprehensive digital transformation

Ministries, sectors and localities are called upon to build shared national digital platforms across the entire political system from central to local levels to ensure data connection, interconnectivity and sharing among agencies of the Party, the State, the Vietnam Fatherland Front and its member organizations, in consistency with the two-tier local administration model.

Such is one of salient points of Resolution 214/NQ-CP dated July 23, on the Government’s plan of action to promote data creation for comprehensive digital transformation.

Specifically, the plan of action sets out tasks to improve the legal framework for digital transformation and data by August 2025 and complete eleven national and specialized databases in 2025.

The Ministry of Public Security is mandated to submit to the Prime Minister for promulgation the decision on the overall national data architecture, data governance and management framework, and shared data dictionary to meet the requirements on decentralization and delegation of state management powers.

It is assigned to coordinate with the Ministry of Science and Technology and other related agencies and units in studying, formulating and submitting to the Government for promulgation a decree on mandatory data connection and sharing among agencies within the political system.

Ministries and agencies are tasked to issue standards and technical regulations for data connection and sharing and complete the legal framework concerning digital transformation, data, personal data protection, and electronic identification under their respective state management.

They are assigned to complete eleven key national and specialized databases concerning land, finance, education and training, civil status, heath, commodities, construction, property and income control, administrative violations, agriculture, and social security that directly serve administrative procedure reform and protect rights of citizens and businesses.- (VLLF)
