Plenum focuses on working agenda of Party Central Committee
The XIIth Party Central Committee opened its second plenum in Hanoi on March 10, focusing on the working agenda of its whole tenure, the socio-economic development plan during 2016-20 and the introduction of nominees for senior managerial positions in state agencies.

The XIIth Party Central Committee opened its second plenum in Hanoi on March 10, focusing on the working agenda of its whole tenure, the socio-economic development plan during 2016-20 and the introduction of nominees for senior managerial positions in state agencies.

Opening the plenum, Party General Secretary Nguyen Phu Trong said the agenda should prioritize urgent issues and key tasks, including strengthening the Party and improving the efficiency of the apparatus of the entire political system.

Other important contents of the agenda include the fight against corruption, waste and bureaucracy; and the implementation of three strategic breakthroughs, namely perfecting the socialist-oriented market economy institutions, improving human resources, and building a synchronous infrastructure system, the Party leader said.

He proposed inclusion in the agenda of such issues as renewing the growth model; restructuring state-owned enterprises and the state budget; handling non-performing loans and ensuring safety of public debts; safeguarding national independence, sovereignty and territorial integrity; maintaining a peaceful and stable environment for national development; and proceeding with active and proactive international integration.

Regarding the report on socio-economic development plan, the mid-term financial plan and the public investment plan for 2016-20, the Party chief requested the Committee’s members to bear in mind the need to further renew the planning work to suit the market mechanism, ensure balance of state budget revenues and expenditures and plan on borrowing and payment of public debts in the whole tenure, as well as avoid thinned-out and inefficient public investment.

At this three-day plenum, the Party Central Committee is expected to decide on nominees for the positions of President, Prime Minister, and Chairman of the National Assembly.

The Politburo will also ask for the Committee’s approval before officially introducing candidates for other positions so that the National Assembly could consider, elect or approve according to competence.

The personnel work must adhere to the principle of uniform leadership and management of personnel by the Party and comply with the law on organization and operation of state agencies, the Party chief said. - (VNA/VLLF)
