The number of trained laborers will account to 40% of the workforce by 2015 and 55 % by 2020, equivalent to 23.5 million and 34.4 million people, respectively.
This is an objective set forth in the draft vocational training strategy for the 2011-2020 period compiled by the Ministry of Labor, War Invalids and Social Affairs.
About 9.6 million laborers would be trained during 2011-2015 and an additional 12.9 million would receive training during 2016-2020. Around 190 vocational colleges with 51,000 lecturers will be ready to train new laborers by 2015.
To this end, the draft points out nine solutions. Three of them, including introducing a set of national vocational qualifications, renewing state management of vocational training and developing a network of vocational training schools, are considered key elements. Other solutions comprise assuring and controlling vocational training quality; creating a linkage between vocational training and the labor market; raising funds for and promoting awareness about vocational training; and enhancing international cooperation in vocational training.-
