The Department of Justice of Quang Ngai province on December 9 organized a conference to disseminate legal knowledge and provide legal assistance for small- and medium-sized enterprises (SMEs) in the western area of the province.
The event aimed to help enterprises operate in compliance with law, promote sustainable development, enhance competitiveness, and effectively contribute to the local economy.
The conference was chaired by Vuong Van Tuyen, Deputy Director of the Department of Justice and heads of specialized divisions of the Department. Participants also included representatives of SMEs, cooperatives and commune-level People’s Committees from the western area of Quang Ngai province.
In his opening remarks, Vuong Van Tuyen emphasized that the laws on land, forestry, and enterprises revised in 2025 aim to further improve institutions and legal policies in line with the development of a socialist-oriented market economy. These revisions aim to address overlaps and inconsistencies among related policies and laws, resolve practical difficulties and shortcomings, and ensure a balance of rights and interests among the State, citizens, individuals and organizations. They are also expected to help establish a modern, transparent, and effective management system, intensify the administrative reform, decentralization and delegation of powers to local authorities, and accelerate the digital transformation.
He further emphasized that amendments to the Penal Code and the Law on Handling of Administrative Violations are essential to further improve the criminal law and the legal framework for administrative sanctions, ensuring the effectiveness and efficiency of the state management and law enforcement across all areas of social life.
Hence, strengthening law dissemination, legal assistance and counseling and awareness-raising activities for SMEs is of great importance and necessity. This would help enterprises, agencies and local authorities promptly grasp regulations, enhance legal understanding, foster a fair business environment, and promote the sustainable development, thereby laying a solid foundation for the province’s socio-economic development, he added.

At the conference, participants listened to presentations delivered by provincial legal rapporteurs and experienced heads of specialized divisions of the Department of Justice. The presentations highlighted new and fundamental provisions with positive impacts on the investment and business environment for enterprises and the province, along with practical illustrations related to the laws on land, forestry and enterprises (as revised in 2025), as well as key new points of the Penal Code (as revised in 2025) and the revised Law on Handling of Administrative Violations.
The conference reaffirmed that legal assistance for SMEs plays an important role in providing legal information, guidance, and improving legal knowledge and law compliance awareness among enterprises and local authorities. It equips enterprises with additional skills to prevent and manage legal risks, enhances competitiveness, and supports sustainable business operations.- (VLLF)
