The Ministry of Industry and Trade has just submitted to the Government a draft decree on renewable energy development, in an effort to make effective use of potential renewable energy sources in Vietnam.
Renewable energy, under the 44-article draft decree, include such non-fossil fuel sources as small-sized hydropower, tidal power, sea current power, wave power, wind power, geothermal power, biomass power and bio-fuels.
According to the draft decree, supports would be given to projects on building or expanding renewable power plants or developing independent electricity systems from renewable power sources; programs on development of household-scale electricity-generating equipment, biogas tanks, bio-fuels, solar energy equipment or heat production from biomass; and science and technology activities in the field of renewable energy.
A national support fund for development of renewable energy would be raised from such sources as charges for development of clean energy collected from electricity consumers, petrol and oil consumption charges, royalties and donations of domestic and overseas individuals and organizations.
Supports would be provided in the forms on investment capital supports, post-investment supports, tax incentives or price subsidies for electricity sellers or buyers. Projects on building renewable power plants or developing independent electricity systems from renewable energy sources would be exempt from land-use levy or land rents. Those which are implemented in areas with difficult or extremely difficult conditions would be allocated with cleared ground for use as production sites.
