Thua Thien-Hue tops in 2023 PAPI ranking

With 46.04 scores, Thua Thien-Hue province takes the lead among 63 localities in the 15th Provincial Governance and Public Administration Performance Index (PAPI).

The information was announced at the launch of the 2023 PAPI Report held in Hanoi on April 2 by the United Nations Development Program (UNDP) in Vietnam in collaboration with the Center for Community Support Development Studies (CECODES).

Thua Thien-Hue is followed by Thai Nguyen (45.78 scores) and Bac Ninh (45.7 scores). Among five centrally run cities, only Hanoi enters top 15 performers with 43.9 scores.

In 2023, the PAPI Report records the voices of 19,536 respondents across the country who are selected randomly to join the survey.

According to the Report’s findings, the top three issues of citizens’ increased anxiousness about the headwinds buffeting Vietnam’s economy in 2023 were poverty/hunger (22.39 percent), jobs/employment (12.79 percent) and economic growth (9.2 percent).

Addressing the event, UNDP Resident Representative Ramla Khalidi said although there are bright spots in 2023, especially in controlling corruption in the public sector and in promoting the potential of e-governance, problems still exit in certain areas, especially in people's assessment of the level of transparency in local decision-making.

Hoang Manh Hung, Deputy Director of the Department of Home Affairs of Dak Lak province, shared with the press on the sidelines of the event that there is a lack of an effective tool for dissemination and publicization of decisions made by local authorities to citizens, especially in provinces with ethnic minority groups like Dak Lak and large provinces, adding that it will take time for provinces to find solutions for solving the problems and improving scores in transparency in local decision-making.

The 2023 PAPI Report measures eights dimensions, including participation at local levels; transparency in local decision-making; vertical accountability towards citizens; control of corruption in the public sector; public administrative procedures; public service delivery; environmental governance; and e-governance.- (VLLF)
