Deputy Prime Minister Nguyen Chi Dung has signed Decision 2711/QD-TTg, approving a national strategy on developing the intellectual workforce during the period of accelerated industrialization and modernization through 2030, with a vision toward 2045.
The strategy aims to build a high-quality Vietnamese intellectual workforce with a rational structure, identified as a core driving force for the rapid development of modern productive forces, as well as a leading force in digital transformation, innovation and international integration. The workforce plays a pivotal role in helping Vietnam achieve the goal of becoming a developing country with a modern industry and upper-middle income by 2030, and a developed, high-income nation by 2045, while contributing to the settlement of regional and global challenges.
By 2030, the strategy should serve to develop the intellectual workforce in both scale and quality, with priority given to highly qualified experts in key and strategic fields. Balanced development across sectors and regions, including remote and disadvantaged areas, is emphasized, in close alignment with the 2021–2030 Socio-Economic Development Strategy and relevant sectoral and local strategies.
Key targets for 2030 include increasing the number of full-time personnel engaged in scientific research, technological development and innovation to 12 per 10,000 people, establishing this group as an important and productive force. At least 35 percent of learners are expected to pursue basic sciences, engineering and technology, while intellectual labor in high-tech and strategic industries is projected to account for 25 percent of the workforce. The strategy also sets a minimum target of 40 percent participation by women and people from minority groups in research, teaching, leadership and management positions in science, technology and innovation.
The strategy also seeks to attract 1,000 outstanding overseas Vietnamese intellectuals to engage in academic exchange, research cooperation, training and technology transfer through flexible working arrangements, while building specialized expert networks by priority fields. In the public sector, at least half of intellectuals under 45 years old are to receive advanced training in professional, managerial and leadership capacities.
By 2045, Vietnam aims to develop a strong, high-quality, and well-structured intellectual workforce that ranks among the leading groups in the region and approaches the level of developed countries. This workforce is expected to pioneer in digital transformation, innovation and international integration, serving as a decisive driver of Vietnam’s development into a high-income country and contributing to global progress and civilization. A national intellectual ecosystem is envisioned, closely linking the public and private sectors, as well as the domestic and overseas Vietnamese intellectual communities.
The strategy identifies major solutions, including institutional reform and governance, human resource development and ecosystem building, policies to attract, utilize, reward and honor intellectuals, globalization of intellectual resources, and mechanisms to monitor and evaluate the effectiveness of intellectual workforce development.
The decision also assigns specific responsibilities to ministries, sectors, localities and relevant agencies to ensure effective implementation of the strategy.- (VNA/VLLF)
