Vietnam to prioritize the development of strategic technology products
Robots, virtual assistants, and unmanned aerial vehicles (UAVs) would be among six groups of strategic technology products prioritized for realization, proposed by the Ministry of Science and Technology in the latest draft national program on science, technology and innovation.

The Ministry of Science and Technology (MOST) has proposed six groups of strategic technology products which would be prioritized for realization as part of a national push to strengthen research, manufacturing and tech sovereignty.

Accordingly, the draft identifies the six strategic product groups such as large Vietnamese-language models and virtual assistants; edge-processing AI cameras; autonomous mobile robots; 5G mobile network equipment and systems; blockchain infrastructure and application layers for traceability and crypto-assets; and UAVs.

The draft program aims to enhance domestic capacities for research, mastery, design, manufacturing and commercialization of strategic technologies, thereby laying the foundation for internationally competitive industries. By prioritizing these six groups of strategic products, Vietnam seeks to accelerate the technological localization and reinforce the national tech sovereignty.

By 2027, the draft targets establishing national foundational capabilities in the core technologies underpinning these six product groups, achieving 60-70 percent of technological autonomy. By 2030, the country plans to master at least 80 percent of these technologies and develop full-scale R&D, design, manufacturing and industrial production capacities, advancing toward technology mastery, import substitution, and deeper integration into global value chains.

Vietnam expects to build internationally competitive industries in AI, telecommunications, robotics, UAVs, blockchain and smart devices, targeting at least 10 technology enterprises meeting global standards, in which at least three would be worth over USD 1 billion.

To achieve these objectives, the draft outlines key solutions, including enhancing research capacity, developing shared infrastructure and high-quality human resources, supporting manufacturing and localization, and building value chains. It also emphasizes promoting commercialization and market development, improving the legal framework, establishing regulatory sandboxes, and promoting public-private partnerships in experimental infrastructure, research, production and technology transfer.

According to the MOST, strategic technologies are core innovations that play a pivotal role in ensuring security, driving economic breakthroughs and enhancing national stature. Vietnam is transformed from a technology consumer to a nation mastering strategic technologies. The national approach is to start from national strategies and major challenges, gradually develop strategic products, achieve mastery of technologies through these products, and then return to fundamental scientific research.- (VLLF)
