An education institution would carry a maximum fine of VND 70 million (USD 2,900) or VND 80 million (USD 3,400) if violating regulations on coordination with foreign partners in providing joint training or holding foreign language proficiency tests, respectively.

Such is proposed by the Ministry of Education and Training in a draft decree on sanctioning of administrative violations in education.
Accordingly, education institutions providing joint education or training without written permission of competent agencies or exercising their autonomy in joint training without satisfying the prescribed conditions would be fined VND 60-70 million (USD 2,500-2,900).
A fine of VND 50-60 million (USD 2,100-2,500) would be imposed on those conducting joint education or training if the latter fails to have the decision on approval, extension or adjustment of joint training extended.
A fine for the provision of joint education or training programs that are different from the approved contents is proposed to be VND 40-50 million (USD 1,700-2,100). A fine of VND 30-40 million (USD 1,200-1,700) would be levied on educational institutions that fail to meet conditions for the provision of joint education and training or cheat competent agencies to obtain their approval for conducting joint education and training.
The draft also proposes a fine of VND 40-60 million (USD 1,700-2,500) for those jointly holding foreign language proficiency tests although the time limit for joint training stated in the approval or extension decision has expired.
Education institutions grant certificates without competent agencies’ approval of joint organization of foreign language proficiency tests would be subject to a fine of VND 60-80 million (USD 2,500-3,400).
Such violators might also be suspended from joint training or organizing tests for up to 24 months. In addition, they would have to transfer enrolled leaners to qualified educational institutions or abolish admission decisions and refund enrolment fees for leaners in case of illegal admission. Fees for foreign language proficiency tests would be remitted to the state budget if they could not be returned to learners.-
