Plan on sustainable development of smart cities nodded
Hanoi, Ho Chi Minh City, Da Nang and Can Tho will be the first core smart cities in Vietnam by 2025 or 2030, according to Decision 950/QD-TTg of August 1, approving the plan on sustainable development of smart cities during 2018-2025, with a vision toward 2030.

The plan aims at developing smart cities in Vietnam toward green growth and sustainable development, tapping and bringing into full play their potential and advantages.

It also aims to utilize with optimal efficiency natural and human resources, raising the living standards for the people while creating conditions for organizations and citizens to practically participate in the research, construction investment and management of development of smart cities.

Under the plan, by 2020, a legal framework for smart city development will be completed to facilitate the investment preparation and pilot implementation of the plan at inter-municipal and municipal levels.

The plan also sets forth the targets of formulating and implementing mechanisms applicable to pilot implementation areas; developing national standards for sustainable development of smart cities; formulating and experimentally applying ICT reference framework for smart city development; establishing urban space data infrastructure system; building appropriate models of management of population, traffic, land and construction investment in urban centers where the plan is experimentally implemented; and building the national urban database.

By 2025, the first phase of pilot smart city development will be commenced, focusing on completing regulations after the pilot implementation, officially applying the ICT reference framework to smart city development, and promulgating national standards to serve the pilot building of smart cities, with priority given to urban management, lighting, traffic, water supply and drainage, waste collection and disposal, power grid, natural disaster warning system and ICT infrastructure.

By 2030, the first phase will be completed. Smart city clusters in the North, South and Mekong River delta region will be formed, with Hanoi, Ho Chi Minh City, Da Nang and Can Tho serving as their cores respectively.- (VLLF)
