In order to early detect and promptly prevent cyber-attacks against the e-government information system, the Prime Minister has recently approved the Scheme on monitoring of cyber security of information technology systems and services supporting the e-government operations through 2020, with orientations toward 2025.

Under Decision 1017/QD-TTg of August 14, by 2025, it is targeted to widen the scope and raise the cyber security monitoring capacity of the national cyber security monitoring center at the Vietnam Computer Emergency Response Team (VNCERT), ministries, related agencies, provincial-level People’s Committees, and internet service providers for promptly identifying, warning and dealing with online attacks, ransomware and risks that may threaten cyber security of the e-government information system.

At the same time, it is expected to improve the systemization, synchronism and standardization of the monitoring of the e-government information system’s cyber security, establish a network of cyber security monitoring systems nationwide to ensure close and effective coordination in cyber security monitoring among the national cyber security monitoring center, internet service providers and information system operators, and develop a pool of professional cyber security monitoring experts.

Another target of the Scheme is to build higher capacity of cyber security staffs through training courses and encourage information sharing among related units to ensure cyber security of the e-government information system as well as other national important information infrastructure facilities.

To achieve the aforesaid targets, the Scheme sets forth several tasks and solutions to be implemented, including improving the country’s legal grounds for cyber security monitoring of the e-government information system; raising the capacity of the national cyber security monitoring center; establishing and facilitating the effective operation of basic observation and cyber security monitoring systems of ministries, sectors and localities; stepping up the cyber security monitoring of internet service providers and e-government system and service providers; and developing human resources to serve the national cyber security monitoring.- (VLLF)
